5. Pico Rivera Regional Bikeway Project (CIP No. 21280), Federal Project No.\nATPL-5351 (032) – Award Contract. (500)\nRecommendation:\n1. Award a construction contract for a not-to-exceed amount of $9,820,083 to\nGriffith Company for the Pico Rivera Regional Bikeway Project, Federal\nProject No. ATPL-5351 (032), CIP No. 21280; and execute the contract in a\nform approved by the City Attorney;\n2. Authorize the City Manager to approve change orders, as needed, in an\namount not-to-exceed $982,008, (approximately 10% of the total contract\namount) for construction contingency;\n3. Approve Amendment No. 4 to Professional Services Agreement No. 18-\n1844 with BKF Engineers for a fee not-to-exceed $125,129;\n4. Amend fiscal year (FY) 2022-23 adopted budget by appropriating\n$1,200,000 in Measure W (Fund 209) to Account No. 209.70.7300.54500-\n21280 from the Measure W Fund 209 balance;\n5. Amend FY 2022-23 adopted budget by transferring $700,000 from CIP No.\n50048 (Residential Resurfacing Program – Overlay & Reconstruction) to CIP\nNo. 21280 in COPS Funds (Fund 305) (from 305.70.7300.54500-50048 to\n305.70.7300.54500-21280);
