Environmental\nConsiderations: The action being considered by the City Council is exempt\nfrom the California Environmental Quality Act (CEQA) because it is not a\n"project" under Section 15378(b)(5) of CEQA Guidelines. The action involves\nan organizational or administrative activity of government that will not result in\nthe direct or indirect physical change in the environment. Contact Person:\nParks Operations Manager Norgard\nRecommended Action: 1) Approve Resolution No. 2023-07, titled "Resolution\nof the City Council of the City of Encinitas Approving Applications for Specified\nGrant Funds from Budget Act 2022/23" authorizing project applications for\nSpecified Grant Funds; 2) Adopt City Council Resolution No. 2023-08, titled "A\nResolution of the City Council of the City of Encinitas Amending the Fiscal\nYear 2022-23 Budget" to increase the capital budget by $3,450,000; and 3)\nAuthorize the City Manager or City Manager's Designee to submit\napplications, accept funds, and enter into agreements with the State of\nCalifornia Department of Parks and Recreation, in conjunction with the City\nAttorney, subject to current City Council budget appropriations.\n2023-01-18 Item 08E Specified Grants Resolution
