Introduce an ordinance entitled “AN ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH\nREGULATIONS FOR SITES IDENTIFIED IN MULTIPLE PLANNING PERIODS,\nAMENDING THE UNIFIED DEVELOPMENT CODE AS SHOWN IN EXHIBIT\nA; WAIVE READING OF THE TEXT AND CONSENT TO READ BY THE\nTITLE ONLY, AS LISTED ON THE AGENDA, AND PASS TO SECOND\nREADING;” waive reading of the text and consent to ready by title only, as listed on\nthe agenda, and pass to second reading.\nUNFINISHED BUSINESS\n4. FISCAL YEAR 2023-2024 ANNUAL OPERATING BUDGET AND CAPITAL\nIMPROVEMENT PROGRAM - The proposed Fiscal Year 2023-24 budget was\ndistributed to the City Council on May 26, 2023. In addition, on June 6, 2023, the\nPlanning Commission made a finding by minute action that the Draft Fiscal Year 2023-\n24 Capital Improvement Program is consistent with the City of Santa Clarita's General\nPlan. Further, at the June 13, 2023, City Council meeting, a public hearing was opened\nand the draft budget was presented.\nRECOMMENDED ACTION:\nCity Council and City Council acting as Successor Agency to the former Redevelopment\nAgency of the City of Santa Clarita:\n1. Adopt resolution adopting the Annual Budget for Fiscal Year 2023-24, making\nappropriations for the amounts budgeted and establishing policies for the\nadministration of the adopted Annual Budget.\n2. Adopt resolution adopting the 2023-24 Capital Improvement Program.\n3. Adopt resolution approving and adopting the annual appropriations limit for the\nFiscal Year 2023-24.\n4. Adopt resolution electing to receive all or a portion of the tax revenues pursuant to\nthe Health and Safety code (Community Development Law).\n5. Adopt resolution amending the City's Classification Plan and Salary Schedule,\nproviding for compensation of the employees of the City, and amending the City's\nBenefit Program.
