FISCAL YEAR 2023-24 ANNUAL LEVY OF ASSESSMENTS AND SPECIAL\nTAXES FOR SPECIAL DISTRICTS - As required by state law, staff presents for City\nCouncil's consideration the Final Engineer's Reports and Annual Reports for the various\nspecial districts and requests approval to provide the Los Angeles County Assessor's\nOffice with all necessary data for the assessments and special taxes to appear on the\nFiscal Year 2023-24 Property Tax Rolls.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing for the Landscaping and Lighting District; the Drainage\nBenefit Assessment Areas; the Golden Valley Ranch Open Space Maintenance\nDistrict; the Tourism Marketing District; and the Vista Canyon Wastewater Standby\nDistrict.

SECOND READING OF AN ORDINANCE DETERMINING THE ANNUAL\nSTORMWATER POLLUTION PREVENTION FEE FOR FISCAL YEAR 2023-24\n- Determination and approval of the rates for the Stormwater Pollution Prevention Fee for\nFiscal Year 2023-24.\nRECOMMENDED ACTION:\nCity Council waive reading of the text and consent to read by title only, as listed on the\nagenda, and adopt an ordinance entitled, "AN ORDINANCE OF THE CITY COUNCIL\nOF THE CITY OF SANTA CLARITA, CALIFORNIA, DETERMINING THE\nANNUAL STORMWATER POLLUTION PREVENTION FEE FOR FISCAL YEAR\n2023-24."

CITYWIDE FIBER OPTIC CABLE CAPACITY UPGRADE, PROJECT C0068 -\nPLANS AND SPECIFICATIONS AND CONSTRUCTION CONTRACT - This item\nwill fund the construction of the Citywide Fiber Optic Cable Capacity Upgrade project.\nThe proposed improvements will expand and protect the fiber optic cable network in\nvarious areas throughout the City.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Citywide Fiber Optic Cable Capacity\nUpgrade, Project C0068.\n2. Find the Citywide Fiber Optic Cable Capacity Upgrade project exempt from review\nunder the California Environmental Quality Act (CEQA) pursuant to Title 14 of the\nCalifornia Code of Regulations Article 19, Section 15301.\n3. Award the construction contract to Crosstown Electrical & Data, Inc., in the amount\nof $3,289,432 and authorize a contingency in the amount of $164,472, for a total\ncontract amount not to exceed $3,453,904.\n4. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

SAND CANYON TRAIL - PEDESTRIAN BRIDGES, PHASE IV, PROJECT\nT3024 - PLANS AND SPECIFICATIONS AND CONSTRUCTION CONTRACT -\nThis item awards a construction contract and modifies the existing construction support\nservices contract for the pedestrian bridge component of Phase IV of the Sand Canyon\nTrail project. The improvements include the construction of two pedestrian bridges\nwithin the segment of Sky Ranch Road to Iron Canyon Road.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve plans and specifications for the Sand Canyon Trail – Pedestrian Bridges,\nPhase IV, Project T3024.\n2. Award the Sand Canyon Trail – Pedestrian Bridges, Phase IV construction contract to\nWright Construction Engineering Corp., in the amount of $814,814 and authorize a\ncontingency in the amount of $162,963, for a total contract amount not to exceed\n$977,777.\n3. Extend the current contract and authorize an increased expenditure authority for\nconstruction support services for the Sand Canyon Trail – Pedestrian Bridges, Phase\nIV project with Tetra Tech, Inc., in the amount of $48,499 and authorize a\ncontingency in the amount of $7,275, for a total additional contract amount not to\nexceed $55,774.\n4. AMENDMENT TO HOUSING ELEMENT UPDATE AND FIRST READING -\nUDC AMENDMENT - SITES IDENTIFIED IN MULTIPLE PLANNING\nPERIODS - Amendment to the 2021-2029 Housing Element Update and an Amendment\nto the Unified Development Code to establish regulations for housing sites identified in\nmultiple planning periods.\nRECOMMENDED ACTION:\nCity Council:\n1. Introduce an ordinance entitled “AN ORDINANCE OF THE CITY COUNCIL OF\nTHE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH\nREGULATIONS FOR SITES IDENTIFIED IN MULTIPLE PLANNING PERIODS,\nAMENDING THE UNIFIED DEVELOPMENT CODE AS SHOWN IN EXHIBIT\nA; WAIVE READING OF THE TEXT AND CONSENT TO READ BY THE\nTITLE ONLY, AS LISTED ON THE AGENDA, AND PASS TO SECOND\nREADING;” waive reading of the text and consent to ready by title only, as listed on\nthe agenda, and pass to second reading.\nUNFINISHED BUSINESS\n4. FISCAL YEAR 2023-2024 ANNUAL OPERATING BUDGET AND CAPITAL\nIMPROVEMENT PROGRAM - The proposed Fiscal Year 2023-24 budget was\ndistributed to the City Council on May 26, 2023. In addition, on June 6, 2023, the\nPlanning Commission made a finding by minute action that the Draft Fiscal Year 2023-\n24 Capital Improvement Program is consistent with the City of Santa Clarita's General\nPlan. Further, at the June 13, 2023, City Council meeting, a public hearing was opened\nand the draft budget was presented.\nRECOMMENDED ACTION:\nCity Council and City Council acting as Successor Agency to the former Redevelopment\nAgency of the City of Santa Clarita:\n1. Adopt resolution adopting the Annual Budget for Fiscal Year 2023-24, making\nappropriations for the amounts budgeted and establishing policies for the\nadministration of the adopted Annual Budget.\n2. Adopt resolution adopting the 2023-24 Capital Improvement Program.\n3. Adopt resolution approving and adopting the annual appropriations limit for the\nFiscal Year 2023-24.\n4. Adopt resolution electing to receive all or a portion of the tax revenues pursuant to\nthe Health and Safety code (Community Development Law).\n5. Adopt resolution amending the City's Classification Plan and Salary Schedule,\nproviding for compensation of the employees of the City, and amending the City's\nBenefit Program.

LOS ANGELES COUNTY SHERIFF'S DEPARTMENT DEPUTY ROTATION\nFIVE-SIGNATURE LETTER - At the June 13, 2023, regular City Council meeting,\nMayor Jason Gibbs requested that the City Council consider sending a letter to Sheriff\nRobert Luna opposing the Los Angeles County Sheriff Civilian Oversight Commission\nrecommendation to require the regular rotation of patrol deputies.\nRECOMMENDED ACTION:\nCity Council discuss and provide direction to staff regarding sending the attached letter to\nSheriff Robert Luna, opposing the Los Angeles County Sheriff Civilian Oversight\nCommission recommendation to require the regular rotation of patrol deputies.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. FIRST READING OF AN ORDINANCE TO ADOPT THE 2023 LOS ANGELES\nCOUNTY FIRE CODE - TITLE 32 - This ordinance adopts the 2023 Los Angeles\nCounty Fire Code - Title 32 of the Los Angeles County Code, which became effective on\nMarch 2, 2023, which includes higher standards for structural and fire protection in new\nbuildings based on local climatic, geologic, and topographical conditions, floodplain\nmanagement regulations, as well as administrative provisions for enforcement of the\ncodes at the local level.\nRECOMMENDED ACTION:\nCity Council introduce an ordinance entitled “AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, UPDATING THE\nCITY FIRE CODE – TITLE 22 OF THE SANTA CLARITA MUNICIPAL CODE AND\nADOPTING BY REFERENCE THE 2023 LOS ANGELES COUNTY FIRE CODE –\nTITLE 32;” waive reading of text and consent to read by title only as listed on the\nagenda; pass to second reading; and set the public hearing for July 11, 2023.

EARTHQUAKE COVERAGE FOR CITY FACILITIES FOR THE 2023-24\nFISCAL YEAR - Council consideration to approve premium payment through the City's\ninsurance broker, Alliant Insurance Services, Inc., for Fiscal Year 2023-24 earthquake\ncoverage for City facilities.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize Alliant Insurance Services, Inc., to bind earthquake coverage on behalf of\nthe City of Santa Clarita for Fiscal Year 2023-24 for various City facilities with\nArrowhead General Insurance Agency, Inc., for a policy limit of $35 million, for a\ntotal premium fee of $503,420.\n2. Authorize an ongoing budget appropriation from Self Insurance Fund (Fund 721) to\nexpenditure account 7212306-516101 for $71,762 for ongoing earthquake coverage\nrenewals commencing in Fiscal Year 2023-24.\n3. Authorize an ongoing budget appropriation from Vista Canyon Wastewater Standby\nFund (Fund 368) to expenditure account 3687418-516101 for $25,000 for ongoing\nearthquake coverage renewals commencing in Fiscal Year 2023-24.\n4. Authorize an ongoing budget appropriation from Cooper Street Parking Structure\nFund (Fund 369) to expenditure account 3697409-516101 for $1,635 for ongoing\nearthquake coverage renewals commencing in Fiscal Year 2023-24.\n5.
