FISCAL YEAR 2023-24 ANNUAL LEVY FOR OPEN SPACE PRESERVATION\nDISTRICT - As required by state law, staff presents for City Council’s consideration the\nFinal Engineer’s Report for the Open Space Preservation District and requests approval\nto provide the Los Angeles County Assessor necessary data for the assessments to appear\non the Fiscal Year 2023-24 Property Tax Rolls.\nRECOMMENDED ACTION:\nCity Council conduct a public hearing and adopt a resolution approving the Engineer’s\nReport for the Fiscal Year 2023-24 annual levy of assessments for the Open Space\nPreservation District.\n3. AMENDMENT TO HOUSING ELEMENT UPDATE AND FIRST READING -\nUDC AMENDMENT - SITES IDENTIFIED IN MULTIPLE PLANNING\nPERIODS - Amendment to the 2021-2029 Housing Element Update and an Amendment\nto the Unified Development Code to establish regulations for housing sites identified in\nmultiple planning periods.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct the public hearing;\n2. Make a finding the previously adopted Negative Declaration adopted is sufficient and\nno further analysis under the California Environmental Quality Act is required for the\nproposed Amended Housing Element Update for the 6th Housing Element cycle;\n3. Adopt a resolution, approving an amendment to Master Case 21-088 (General Plan\nAmendment 21-001), amending the previously adopted Housing Element Update for\nthe 6th Housing Element cycle;\n4. Make a finding the proposed ordinance is exempt from the California Environmental\nQuality Act under Article 5 Section 15061(b)(3), the Common-sense Exemption; and
