A. Adoption of the First Year and Approval of the Second Year of the FY 2023-25 Biennial Budget\nAdoption\nRecommended Action\nStaff recommends that the City Council, Housing Authority and Parking Authority:\n1. Adopt a Resolution of the City Council of the City of Santa Monica adopting the first year\nand approving the second year of the FY 2023-25 Biennial Budget and adopting the\nsecond year of the FY 2022-24 Biennial Capital Improvement Program Budget at\nAttachment A, as amended by Final Changes described in this report;\n2. Adopt a Resolution of the Housing Authority of the City of Santa Monica adopting the first\nyear and approving the second year of the FY 2023-25 Biennial Budget and adopting the\nsecond year of the FY 2022-24 Biennial Capital Improvement Program Budget at\nAttachment B, as amended by Final Changes described in this report; and\n3. Adopt a Resolution of the Parking Authority of the City of Santa Monica adopting the first\nyear and approving the second year of the FY 2023-25 Biennial Budget and adopting the\nsecond year of the FY 2022-24 Biennial Capital Improvement Program Budget at\nAttachment C, as amended by Final Changes described in this report.\nStaff also recommends that the City Council:\n4. Adopt a Resolution of the City of Santa Monica establishing new classifications and\nadopting salary rates for various listed positions (Attachment D) and approve the position\nand classification changes (Attachment E);\n5. Adopt a Resolution of the City Council of the City of Santa Monica revising the City’s\nmaster fee schedule to establish and revise certain permit and user fees and charges\n(Attachment F);\n6. Adopt a Resolution of the City Council of the City of Santa Monica revising the City’s\nmaster fine schedule to establish and revise the administrative citation schedule of fines\nfor certain violations of the Santa Monica Municipal Code (Attachment G);\n7. Adopt a Resolution of the City Council of the City of Santa Monica establishing parking\nrates and permit fees for all City parking facilities and resources (Attachment H);\n8. Adopt a resolution to establish the Runoff Reduction Fee rate for FY 2023-24 through FY\n2027-28 as authorized in SMMC Chapter 7.10, Runoff Conservation and Sustainable\nManagement (Attachment I);\n9. Adopt a Resolution of the City of Santa Monica establishing the Gann appropriations limit\nfor FY 2023-24 (Attachment J);\n10. Adopt a Resolution incorporating a project funded by SB1: The Road Repair and\nAccountability Act (Attachment K);\n11.
