8.8 PROFESSIONAL SERVICES AGREEMENT WITH PHIL MARTIN AND ASSOCIATES, INC. FOR THE PREPARATION OF AN INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION ENVIRONMENTAL ASSESSMENT FOR THE BIOLA UNIVERSITY MASTER PLAN AMENDMENT - It is recommended the City Council authorize the City Manager to execute the Professional Services Agreement with Phil Martin and Associates, Inc. in the amount of $64,050 for the preparation of a complete Initial Study and Mitigated Negative Declaration Environmental Assessment and authorize the City Manager to approve additional costs for work, not exceeding 15 percent of the authorized proposal amount to complete the environmental assessment.\n8.8 Professional Services Agreement - Phil Martin and Associates, Inc.
