14. RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND APPROVAL OF A\nCONTRACT WITH HARDY AND HARPER, INC. FOR THE ORANGETHORPE\nAVENUE REHABILITATION PROJECT\nPresented by Cesar Ortiz, P.E., Principal Engineer\nPurpose: Approve plans and specifications and authorize the Public Works Department\nto hire a contractor to rehabilitate Orangethorpe Avenue from Western Avenue to\nStanton Avenue as well as a portion of Beach Boulevard. Associated costs in the\namount of $2,031,000 will be allocated from the project account and the undesignated\nGas Tax Fund balance.\nRecommended Action: 1) Adopt a resolution approving plans and specifications for the\nOrangethorpe Avenue Rehabilitation Project; 2) Award a contract to Hardy & Harper,\nInc. in the amount of $1,756,000; 3) Authorize contingency funds in the amount of\n$175,000 in the same purchase order; 4) Authorize construction engineering funds in the\namount of $100,000; 5) Authorize the City Manager and the City Attorney to make any\nnecessary, non-monetary changes to the contract; 6) Authorize the City Manager and\nthe City Clerk to execute the contract; and, 7) Authorize a budget amendment in the\namount of $766,000 from the undesignated Gas Tax Fund balance for this purpose.
