RESOLUTION ESTABLISHING THE TIME, DATES, AND PLACE FOR CONDUCT OF\nREGULAR MEETINGS OF THE BUENA PARK CITY COUNCIL AND ESTABLISHING\nTHE ORDER OF BUSINESS TO BE CONDUCTED AT SUCH REGULAR MEETINGS\nPurpose: Adopt a resolution formalizing the City Council's direction to modify the title for\n'Mayor and Council Member Reports & Calendar' section of the agenda, and enact a\nlegislative recess for the second meetings in November and December of each year.\nThere is no budget impact associated with this item.\nRecommended Action: 1) Adopt a resolution establishing the time, date, and place for\nconduct of regular meetings of the Buena Park City Council, and establishing the order\nof business to be conducted at such regular meetings.

PURCHASE OF ONE FORD HYBRID POLICE PURSUIT VEHICLE AND APPROVAL\nOF A BUDGET AMENDMENT\nPurpose: Authorize the Public Works Department to purchase a Hybrid Utility Pursuit\nVehicle and upfitting services for the Police Department. Associated costs are in the\napproximate amount of $62,590 and will require a budget amendment from the AQMD\nFund and Vehicle Replacement Fund for this purpose.\nRecommended Action: 1) Authorize the purchase of one 2023 Ford Hybrid Utility Police\nPursuit Vehicle in the amount of $56,945 from National Auto Fleet Group; 2) Approve a\nbudget amendment in the amount of $56,945 from the South Coast Air Quality\nManagement District (AQMD) Fund for the cost of the hybrid vehicle; 3) Authorize\npurchase of upfitting service from Innovative Emergency Equipment in the amount of\n$5,645; 4) Approve a budget amendment in the amount of $5,645 from the Vehicle\nReplacement Fund for the cost of the upfitting service; and, 5) Determine that dispensing\nwith the competitive bidding pursuant to Municipal Code Section 3.28.080 (E) is in the\nbest interests of the City because it will result in the lowest purchase price for this\nvehicle.

LINDBERGH PARK, JOHN BEAT\nPARK, SAN MARINO PARK, AND SAN ANTONIO PARK ADA IMPROVEMENTS\nPROJECT\nPresented by Annie Singhal, Assistant Engineer\nPurpose: Approve plans and specifications and hire a contractor for the Charles A.\nLindbergh Park, John Beat Park, San Antonio Park and San Marino Park ADA\nImprovements Project. Associated construction costs in the amount of $1,181,006 will be\nfunded from the Park in-Lieu Fund (Account No. 32-9806-290157).\nRecommended Action: 1) Adopt a resolution approving plans and specifications for the\nCharles A. FOR THE ORANGETHORPE\nAVENUE REHABILITATION PROJECT\nPresented by Cesar Ortiz, P.E., Principal Engineer\nPurpose: Approve plans and specifications and authorize the Public Works Department\nto hire a contractor to rehabilitate Orangethorpe Avenue from Western Avenue to\nStanton Avenue as well as a portion of Beach Boulevard. Associated costs in the\namount of $2,031,000 will be allocated from the project account and the undesignated\nGas Tax Fund balance.\nRecommended Action: 1) Adopt a resolution approving plans and specifications for the\nOrangethorpe Avenue Rehabilitation Project; 2) Award a contract to Hardy & Harper,\nInc. in the amount of $1,756,000; 3) Authorize contingency funds in the amount of\n$175,000 in the same purchase order; 4) Authorize construction engineering funds in the\namount of $100,000; 5) Authorize the City Manager and the City Attorney to make any\nnecessary, non-monetary changes to the contract; 6) Authorize the City Manager and\nthe City Clerk to execute the contract; and, 7) Authorize a budget amendment in the\namount of $766,000 from the undesignated Gas Tax Fund balance for this purpose.

FINAL PAYMENT FOR THE SEWER MANHOLE IMPROVEMENTS AT VARIOUS\nLOCATIONS FOR FISCAL YEAR 2022-2023 PROJECT\nPurpose: Authorize the Public Works Department to issue final payment and file a Notice\nof Completion for the Sewer Manhole Improvements at Various Locations for Fiscal\nYears 2022-2023 Project (the “Sewer Manhole Project”). AGREEMENT WITH THE BUENA PARK SCHOOL DISTRICT (BPSD) FOR SCHOOL\nRESOURCE OFFICER (SRO) SERVICES FOR THE 2023-24 SCHOOL YEAR\nPurpose: Authorize the Police Department to renew an agreement to provide school\nresource officer (SRO) services at Buena Park Middle School and Beatty Middle School\nfor the 2023-2024 school year. Associated costs are in the amount of $254,400. The\nBPSD will reimburse the City for 75% of these costs, which is equivalent to 180\ninstructional days, in the amount of $190,800. This leaves $63,600 to be funded by the\nGeneral Fund (Account No. 11-5059-650402).\nRecommended Action: 1) Approve an agreement with the Buena Park School District\n(BPSD) to provide school resource officer services at Buena Park Middle School and\nBeatty Middle School for the 2023-2024 school year; 2) Authorize the City Manager and\nCity Attorney to make any necessary, non-monetary changes to the agreement; and\n3) Authorize the City Manager and City Clerk to execute the agreement, as approved by\nthe City Attorney.

AGREEMENT WITH THE CITY OF LA HABRA FOR POLICE DISPATCH SERVICES\nPurpose: Authorize the Police Department to execute an agreement with the City of La\nHabra Police Department to provide dispatch services on an “as-needed” basis.\nAssociated costs will not exceed $30,000. The City of La Habra will reimburse $39.48\nper hour of service to the City of Buena Park for per diem dispatchers, and $81.70 per\nhour for full-time dispatchers. Full-time dispatcher reimbursement will be Lead\nDispatcher rate at time and one-half.\nRecommended Action: 1) Approve an agreement with the City of La Habra to provide\npolice dispatch services at The La Habra Police Department effective July 11, 2023,\nthrough January 1, 2024; 2) Authorize the City Manager and City Attorney to make any\nnecessary, non-monetary changes to the agreement; and, 3) Authorize the City\nManager, the Police Chief, and the City Clerk to execute the agreement.

APPROVE AGREEMENT WITH THE FULLERTON JOINT HIGH SCHOOL DISTRICT\n(FJUHSD) FOR SCHOOL RESOURCE OFFICER SERVICES FOR THE 2023-2024\nSCHOOL YEAR\nPurpose: Authorize the Police Department to renew an agreement to provide school\nresource officer (SRO) services at Buena Park High School. Associated costs are in the\namount of $235,366. The FJUHSD will reimburse the City for 180 instructional days, or\n75% of a police officer’s salary and benefits up to $176,524. This leaves a residual of\n$58,842 annually to be paid by the General Fund (11-5059-650402).\nRecommended Action: 1) Approve an agreement with the Fullerton Joint Union High\nSchool District (FJUHSD) to provide school resource officer services at Buena Park High\nSchool for the 2023-2024 school year; 2) Authorize the City Manager and City Attorney\nto make any necessary, non-monetary changes to the agreement; and 3) Authorize the\nCity Manager and City Clerk to execute the agreement.

AMENDMENT NO. 2 TO CONTRACT WITH MERCY HOUSE LIVING CENTERS, INC.\n(MERCY HOUSE) FOR OPERATION OF THE YEAR-ROUND EMERGENCY\nSHELTER/MULTI-SERVICE CENTER PROGRAM (BUENA PARK NAVIGATION\nCENTER) LOCATED AT 6490 CABALLERO BOULEVARD\nPurpose: Authorize the City Manager's Office to execute an amendment to the\nagreement for the continued operation of the Buena Park Navigation Center. Associated\ncosts in the amount of $3,120,841 will be funded with a combination of SB-2, County,\nand local funds from the various N-SPA cities. Buena Park's portion of the contract\nincrease will be paid for with SB-2 funds. Because the other N-SPA cities share in the\ncost of this agreement, the amendment is subject to approval by representatives of the\nother N-SPA cities.\nRecommended Action: 1) Approve Amendment No. 2 to the Contract with Mercy House\nLiving Centers, Inc. ('Mercy House') for the operation of a year-round Emergency\nShelter/Multi-Service Center located at 6490 Caballero Boulevard in the amount of\n$3,120,841, with the approval to be conditional upon approval by representatives of the\nNorth Orange County Service Planning Area ('N-SPA'); 2) Authorize the City Manager\nand City Attorney to make any necessary, non-monetary changes to the agreement;\nand, 3) Authorize the City Manager and City Clerk to execute the agreement.

RESOLUTION DECLARING THE REAL PROPERTY LOCATED AT 7851 BEACH\nBOULEVARD AND 7860 WESTERN AVENUE SURPLUS LAND\nPurpose: Declare City-owned property to be “surplus land” for purposes of the SLA as a\npreliminary step in the City’s efforts to facilitate the sale and development of the\nProperty. There is no budget impact associated with this action.\nRecommended Action: 1) Adopt a Resolution declaring the City-owned real property\nlocated at 7851 Beach Boulevard and 7860 Western Avenue, Buena Park, CA (the\n“Property”) to be “surplus land” pursuant to the California Surplus Land Act (California\nGovernment Code § 54220 et seq., the “SLA”).
