3. APPOINTMENT OF THE CITY’S REPRESENTATIVE TO THE BOARD OF TRUSTEES\nOF THE SAN GABRIEL VALLEY MOSQUITO & VECTOR CONTROL DISTRICT –\nF2M4-46, R2M23-2\nUnder the California Health and Safety Code, the San Gabriel Valley Mosquito and Vector\nControl District is a public health agency that is primarily charged with fighting mosquito-\nborne diseases. The District is governed by a 27-member Board of Trustees, consisting\nof an appointed representative from each city plus the County of Los Angeles. By letter\ndated October 17, 2022, the San Gabriel Valley Mosquito & Vector Control District\nrequested that the City Council appoint a representative to the Board of Trustees prior to\nJanuary 13, 2023 due to the expiring term of the City’s current Trustee. Staff contacted\nthe City’s current appointed Trustee, Mr. Stephen Sham, and he wishes to step down from\nthe Board of Trustees at this time. California Health & Safety Code Section 2022(b)\nprovides that each person appointed by a City Council to be a member of the Board of\nTrustees shall be a voter and resident of the appointing city that is within the district. On\nJanuary 9, 2023, the City Council considered the appointment of the City’s representative\nto the Board of Trustees. The Council reviewed a letter of interest submitted by Alhambra\nresident, Mr. Henry Aviles, and City Manager Binnquist reported that Vice Mayor Maza,\nalthough absent from the meeting due to a family emergency, had conveyed to her his\ninterest in serving. Councilmember Pérez also requested clarification on whether it was\ntypical for a Councilmember or a resident to serve on the Board of Trustees. Due to the\nabsence of both Vice Mayor Maza and Mr. Aviles at the meeting, the Council decided to\n3\n1-23-23\npostpone voting on the appointment until this evening’s meeting. Staff researched the\ncomposition of the 27-member Board of Trustees currently listed on the SGV Mosquito\nand Vector Control District website and determined that 17 out of 26 cities have a\ncouncilmember serving as their representative on the Board. Staff requests that the City\nCouncil select a Councilmember or another voter and resident of the City to represent the\nCity of Alhambra on the Board of Trustees and then adopt a resolution officially appointing\nthe selected representative to either a 2-year or 4-year term.\nRecommended Action: City Council take the following actions: 1) Select a\nCouncilmember or another voter and resident of the City to represent the City of Alhambra\non the Board of Trustees of the San Gabriel Valley Mosquito & Vector Control District for\na 2-year or 4-year term commencing on January 1, 2023; and, 2) Adopt Resolution No.\nR2M23-2 appointing the selected individual to the Board of Trustees for the new 2-year or\n4-year term and authorize the City Clerk to add any language specifically required by the\nSan Gabriel Valley Mosquito & Vector Control District to effectuate the appointment.
