a. PUBLIC WORKS CONTRACT WITH HARDY & HARPER, INC. (H&H) FOR\nTHE PALM DRIVE PAVEMENT REHABILITATION PROJECT FROM OBISPO\nAVE. TO E. WILLOW ST. (PROJECT NO. 90.24003)\nSummary:\nThe City Council will consider entering into a Public Works Contract with Hardy\n& Harper, Incorporated (H&H) for construction of the Palm Drive Pavement\nRehabilitation Project from Obispo Avenue to East Willow Street (Project No.\n90.24003). The Project includes the following elements:\n· Approximately 49,700 square feet of asphalt pavement repair employing\na combination of reconstruction and grind/overlay;\n· Removal and replacement of approximately 600 square feet of damaged\nsidewalk and driveways;\n· Removal and replacement of approximately 450 linear feet of curb and\ngutter;\n· Restoration of traffic striping and markings; and\n· Upgrade of three curb ramps to comply with the American Disabilities Act.\nFunds are available as designated in the FY 2023-24 Capital Improvement\nProgram (CIP) Budget for Pavement Management, utilizing funding from\nMeasure R (County), Measure M, Proposition C, and Road Maintenance and\nRehabilitation Act (RMRA). Expenditures for this Project will be allocated initially\ntowards Measure R, Measure M, and Proposition C to prioritize funds consistent\nwith expenditure deadlines.\nSubject to City Council approval of the contract award, staff would issue a\nNotice to Proceed and begin coordinating with the contractor. Staff anticipates\nthe project would begin construction in August 2023 and anticipates project\ncompletion in November 2023.\nRecommendations:\n1. Authorize the City Manager to enter into a Public Works Contract with H&H\nfor construction of the Palm Drive Pavement Rehabilitation Project from\nObispo Avenue to East Willow Street (Project No. 90.24003), for a term of 50\nworking days and a not-to-exceed contract amount of $774,000 in a form\napproved by the City Attorney.\n2. Authorize the Public Works Director to utilize a contingency of up to 10%\n($77,400) to accommodate additional scope of work in the event of changed\nor unforeseen conditions, for a total construction budget of $851,400.
