Approving an Agreement with HydroScientific West to upgrade the Supervisory Control and\nData Acquisition System Upgrade, City Project No. 647-WTR, in an amount not to exceed\n$597,621;\nb. Appropriating $200,000 in Water Funds from the unrestricted balance of the Water Fund to\nfully fund the project; and\nc.
