13. AWARD CONTRACT: 2022 CDBG STREET IMPROVEMENTS PROJECT – F2M22-68,\nN2M22-140, C2M23-7, M2M23-13\nOn December 12, 2022, the City Council authorized a Notice Inviting Bids for the 2022\nCDBG Street Improvements Project. On January 12, 2023, the City Clerk opened 8 bids\nthat ranged from $1,353,282.00 to $1,984,770.00. Staff reviewed the bids and found the\nbid received from Toro Enterprises, Inc. in the amount of $1,353,282.00 is the lowest\nresponsible bid. Toro Enterprises, Inc. has the necessary licenses to complete the work\nand has conducted similar projects for the City of Alhambra.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Toro Enterprises Inc. in the amount of\n$1,353,282.00 for the 2022 CDBG Street Improvements Project; find the 2022 CDBG\nStreet Improvements Project categorically exempt pursuant to CEQA Guidelines Section\n15301(c); and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M23-13)
