CC 5.\n\n2023 Transformative Climate Communities Planning Grant Application Submission\nApproval\n1. Adopt Resolution No. 23-53, authorizing the submittal of an application to the\nCalifornia State Department of Housing and Community Development for funding under\nthe Transformative Climate Communities Program; and delegating the authority to the\nCity Manager or his designee, to negotiate and execute all related documents.\n\n2. If funded, accept the Transformative Climate Communities grant award funds and\nappropriate said funds into a Transformative Climate Communities Fund account number,\nto be created by Finance, for expenditure in accordance with the Transformative Climate\nCommunities Program.\n\nThe Transformative Climate Communities (TCC) Program is part of the State of\nCalifornia’s Climate Budget and funds the “development and implementation of\nneighborhood-level transformative climate community plans that provide local economic,\nenvironmental, and health benefits to disadvantaged communities.” This opportunity\nuniquely aligns with the redevelopment goals for the former Fairgrounds site at Division\nStreet and Avenue I. Local governments are eligible to apply for Planning Grants as Lead\nApplicants; however, there must be a minimum of one Co-Applicant in addition to the\nLead Applicant. Staff recommends the submittal of the application for the former\nFairgrounds site in conjunction with Habitat LA, a member of the development team\nselected to develop the site in a recent competitive Request for Proposals. Habitat would\nserve as Co-Applicant.
