15. RESOLUTION APPROVING A SIDE LETTER AMENDING THE MEMORANDUM OF\nUNDERSTANDING (MOU) BETWEEN THE CITY AND THE ALHAMBRA POLICE\nOFFICERS’ ASSOCIATION – F2M23-2, C87-16C, R2M23-3\nDespite continuous recruitments and the successful hiring of new Police Officers, the\nPolice Department continues to experience a significant number of vacancies in the rank\nof Police Officer. Since the approval and adoption of the Comprehensive MOU between\nthe City and Alhambra Police Officers’ Association (APOA) in July 2021, City staff has\nbeen regularly communicating and meeting with APOA Executive Board members\nregarding a multitude of topics relating to recruitment and retention, the Police Department\nand the Association. In order to attract qualified candidates and retain current Police\n8\n1-23-23\nOfficers, the City has tentatively agreed with APOA to revise the current MOU to increase\nsalaries and further enhance benefits provided to the City’s Police Officers. Additionally,\nthe side letter extends the MOU with APOA from the past pay period of Fiscal Year 2023-\n24 through the last pay period of Fiscal Year 2025-26. The amendment to the existing\nMOU to add the benefits described the Director Human Resources and Risk\nManagement’s January 23, 2023 report is in alignment with the City’s Council’s goals and\npriorities as it pertains to recruiting and retaining quality Police Officers. The proposed\ncompensation increases and benefits are funded by salary savings resulting from existing\nvacancies within the rank of Police Officer. Therefore, funds are budgeted within the\napproved Fiscal Year 2022-23 Budget, no additional appropriation is necessary.\nRecommended Action: City Council adopt Resolution No. R2M23-3 entitled: A\nResolution of the Alhambra City Council approving a Side Letter amending the\nMemorandum of Understanding between the City of Alhambra and the Alhambra Police\nOfficers’ Association and amending the City of Alhambra Compensation Plan; and, direct\nstaff to undertake the steps necessary to finalize Council’s action.
