10. AMENDED PLAN FOR USE OF AMERICAN RESCUE PLAN ACT OF 2021 (ARPA)\nRELIEF FUNDS – F2M21-67, M2M23-12\nCity staff have been actively working on the approved list of ARPA projects; however,\nprogress was delayed by COVID-19 and the rising cost of goods, materials and labor. In\nmany instances, the City faced significant increases in costs from the amounts originally\nbudgeted to activities one year ago. To keep within budget, cost savings from other\nactivities were used to complete projects; some projects that had not begun were closed;\nor alternative funding sources were obtained for other projects. Staff is requesting to add\nthree new projects to the Amended ARPA Plan. Staff is requesting the City Council\napprove an appropriation from ARPA to fund these projects: 1) The City Council originally\n6\n1-23-23\napproved funding in the amount of $343,000 for the purchase of cardiac defibrillators;\nhowever, the Fire Department found an alternative funding source. Therefore, staff is\nrecommending a reallocation of $293,842 from the ARPA fund to replace a 24-year-old\nFire Utility Truck used for emergency response. The remaining $49,158 will be reallocated\nto cover overages in other approved ARPA projects. 2) The Police Department is\nrequesting to reallocate ARPA funds in the amount of $88,000 to purchase an\nUninterruptible Power Supply (UPS). This has been identified as a high priority project for\nthe Department because the current UPS is reaching its end of life. Funding will be\nreallocated from cost savings from other projects. 3) The City is proposing to reallocate\nARPA funds in the amount of $481,942 to fund certain Almansor Court improvements,\nwhich include repainting, roof replacement, landscaping, and exterior doors replacement.\nHowever, the scope of the project is limited to the available budget allocated for this\nproject. Funding will be reallocated from cost savings from other projects.\nRecommended Action: City Council approve the amended American Rescue Plan\nFunds (ARPA) plan as outlined in the Director of Finance’s January 23, 2023 report;\nauthorize the Finance Director to amend the ARPA budget for all approved ARPA funds\nand utilize savings to offset overages within current or backup ARPA projects; and, direct\nstaff to undertake the steps necessary to finalize Council’s action.
