15. Recommendations to the City Council - Ad Hoc Antique Streetlight Citizen's Advisory Panel\nCITY RECOMMENDATION: 1. Moves forward with the Antique Street Light project due to\nthe overwhelming interest from the residents in the affected assessment district area and beyond,\nto see this little bit of Americana be saved for posterity as well as to enhance the safety in the\naffected neighborhoods. To this end, the Panel recommends:\na. that the estimated funding gap ($1,969,145 - $2,282,995) be filled by the City, and that the\nballoting process be formally initiated to establish an assessment district;\nb. if the City does not fill the funding gap, delay the balloting process, and direct Public\nWorks staff to pursue additional grant funding opportunities from local, state and/or federal\ngovernments as well as non-profit organizations;\n2. Maintain the historic value of the current lights, by refurbishing where possible the existing\nlights and parts visible above ground;\n3. Form a renewed Ad HOC committee to move into the next phase, in collaboration with the\nGlendora Historic Society and City Public Works to continue efforts around public outreach,\nfirm up additional details and generally remain a conduit for the residents to speak into as the\nproject moves on to balloting;\n4. Seeks additional grant funds from local, state and/or federal governments as well as non-profit\norganizations to subsidize any shortcomings beyond the current grant of $1.5 million or\nsubsequent bid’s covering the cost related to the operationalizing and preservation of the antique\nstreetlights; and\n5. Dismiss current bid or seek additional bids and allow for the Ad HOC committee to establish\na bid Task Force to aid City Public Works wherever possible in the efforts put forth to solicit\nbids and research where to cap the annual cost escalator. This Task Force should also form\nrecommendations for best practices and policy recommendations to maintain proper\nmaintenance and avoid shortfalls together with City Public Works.\nNEW BUSINESS
