Award a contract services agreement to MDJ management for the purchase and installation of\nexterior led lighting project at the water yard in an amount not to exceed $119,176 (Strategic\nPlan Item 46-IMCIF)\nCITY RECOMMENDATION: 1. Award a Contract Services Agreement with MDJ Management\nfor the Purchase and Installation of exterior LED lighting at the Glendora Water Yard in the\namount of $108,341.10 with a 10% contingency in the amount of $10,834.11 for a total contract\namount not to exceed $119,176; 2. Authorize the City Manager or his designee to execute the\nagreement with MDJ Management including minimal and/or non-substantive changes; 3.\nApprove an additional appropriation to this project from the Water CIP Fund 530 in the amount\nof $14,176; and 4. Authorize the Acting Public Works Director to execute any necessary change\norders in an amount not to exceed 10% of the original contract amount.

Adopt a Categorical Exemption from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15302(c) of the California Code of\nRegulations; 2. Award an agreement to Air-Ex Air Conditioning, Inc. for Library Boiler\nReplacement project in the amount of $94,822.00; 3. Authorize the City Manager or his designee\nto execute the agreement with Air-Ex Air Conditioning, Inc., including minimal and/or non-\nsubstantive changes; and 4. Authorize the Public Works Director to execute any necessary\nchange orders in an amount not to exceed 10% of the original contract amount.

15. Recommendations to the City Council - Ad Hoc Antique Streetlight Citizen's Advisory Panel\nCITY RECOMMENDATION: 1. Moves forward with the Antique Street Light project due to\nthe overwhelming interest from the residents in the affected assessment district area and beyond,\nto see this little bit of Americana be saved for posterity as well as to enhance the safety in the\naffected neighborhoods. To this end, the Panel recommends:\na. that the estimated funding gap ($1,969,145 - $2,282,995) be filled by the City, and that the\nballoting process be formally initiated to establish an assessment district;\nb. if the City does not fill the funding gap, delay the balloting process, and direct Public\nWorks staff to pursue additional grant funding opportunities from local, state and/or federal\ngovernments as well as non-profit organizations;\n2. Maintain the historic value of the current lights, by refurbishing where possible the existing\nlights and parts visible above ground;\n3. Form a renewed Ad HOC committee to move into the next phase, in collaboration with the\nGlendora Historic Society and City Public Works to continue efforts around public outreach,\nfirm up additional details and generally remain a conduit for the residents to speak into as the\nproject moves on to balloting;\n4. Seeks additional grant funds from local, state and/or federal governments as well as non-profit\norganizations to subsidize any shortcomings beyond the current grant of $1.5 million or\nsubsequent bid’s covering the cost related to the operationalizing and preservation of the antique\nstreetlights; and\n5. Dismiss current bid or seek additional bids and allow for the Ad HOC committee to establish\na bid Task Force to aid City Public Works wherever possible in the efforts put forth to solicit\nbids and research where to cap the annual cost escalator. This Task Force should also form\nrecommendations for best practices and policy recommendations to maintain proper\nmaintenance and avoid shortfalls together with City Public Works.\nNEW BUSINESS

Adopt a Categorical Exemption from the California\nEnvironmental Quality Act Pursuant to Section 15301(c) of the California Code of Regulations;\n2. Award the Contract to Doug Martin Contracting Company, Inc. for Citywide Slurry Seal FY\n2022-2023, Plan No. 1373 in the amount of $168,350.71, with a 10% contingency in the amount\nof $16,835.07, for a total amount of $185,185.78; 3. Approve the Plans and Specifications for Mauna Loa Avenue, East Of Glendora Avenue Water\nAnd Street Improvements, Plan No. 1346 & 1347 in District 3; 3. Award the contract for Mauna\nLoa Avenue, East of Glendora Avenue Water and Street Improvements, Plan No. 1346 & 1347,\nto Stephen Doreck Equipment Rentals, Inc. in the amount of $2,649,395; 4. Authorize the City\nManager or his designee to execute the agreement with Stephen Doreck Equipment Rentals,\nInc., including minimal and/or non-substantive changes; 5. Authorize the Administrative\nServices Director to appropriate $1,355,000 by moving programmed funding from FY 2023/24\nto FY 2022/23 within Water CIP Fund 530 and Measure M Fund 255; 6. Authorize the Public\nWorks Director to execute any necessary change orders in an amount not to exceed 10% of the\noriginal contract amount; and 7.
