P. 152 7. SUBJECT: ENHANCED INFRASTRUCTURE FINANCE DISTRICT AMENDED\nRESOLUTION OF INTENTION AND APPOINTMENT OF AT-LARGE MEMBER\nRECOMMENDATION: That City Council:\n1. Adopt the Amended and Reinstated Resolution 2022-60, a Resolution declaring its\nintention to establish the Yucaipa Enhanced Infrastructure Financing District (EIFD)\nand establishing the Yucaipa EIFD Public Financing Authority (PFA) that provides\nfor an updated boundary exhibit; and\n01232023\n2. Appoint a member of the public to serve on the Public Financing Authority Board or\nprovide direction to staff, as appropriate; and\n3. Find that the adoption of the Resolution of Intention and establishment of the Public\nFinancing Authority are exempt from the California Environmental Quality Act\n(“CEQA”) as these actions do not constitute a “project” pursuant to CEQA Guidelines\nSections 15378(b)(4) and 15378(b)(5), and that these actions are also exempt from the\nrequirements of CEQA pursuant to Section 15061(b)(3) of the CEQA Guidelines.\nPOSSIBLE ACTION ON PENDING LEGISLATION\nDEPARTMENT REPORTS
