1.14 RESOLUTION AUTHORIZING A CHANGE ORDER WITH S. PORTER, INC. FOR\nADDITIONAL CONNECTION IMPROVEMENTS RELATED TO THE RATHBUN CREEK\nTRAIL, PHASE III PROJECT\nCity Council will consider a formal resolution authorizing a change order with S. Porter, Inc. to construct\nadditional connection improvements related to the Rathbun Creek Trail, Phase III Project. In June 2023, the\nCity Council awarded a construction contract to S. Porter, Inc. to construct the next phase of the Rathbun\nCreek Trail and during the design and bidding effort, staff identified the need to also construct improved\nconnections between the proposed trail on Sonoma Drive and the Moonridge Corridor. Staff has designed\nthe necessary improvements, which includes complete sidewalk along portions of Elm Street and Moonridge\nRoad and solicited a proposal from S. Porter, Inc. The contractor proposed a price of $173,452.50 for these\nimprovements and has indicated that the additional scope of work can be completed concurrent to the effort\non the trail project.\nEnvironmental Determination: These improvements qualify for an exemption pursuant to Section 15301 of\nthe California Environmental Quality Act (CEQA).
