L. RESOLUTION NO. 23-43 AMENDING THE AUTHORIZED SCHEDULE OF\nCOMPENSATION AND BENEFITS FOR REGULAR NON-REPRESENTED\nEMPLOYEES AND INCREASING BUDGET APPROPRIATIONS FOR REGULAR\nNON-REPRESENTED EMPLOYEE SALARIES AND BENEFITS\nIn April, staff began meeting with the Focus Group to discuss the status of the\nAuthorized Schedule of Compensation and Benefits (ASCB) for regular non-\nrepresented employees. Representatives of the City and the Focus Group have\nmutually agreed upon a successor ASCB For Fiscal Year 2023-2024 presented\nfor Council’s approval. Resolution No. 23-43 amends the ASCB for all regular\nnon-represented employees, effective July 1, 2023.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-43, which\namends and approves the ASCB for the City’s regular non-represented\nemployees for the period covering July 1, 2023, through June 30, 2024, and\nincreases General Fund appropriations $508,973 and various other special fund\nappropriations $119,797 to cover increased costs to salaries and benefits for\nthe City’s regular non-represented employees.
