RESOLUTION NO. 23-45 APPROVING A THREE-YEAR SERVICE CONTRACT\nIN THE AMOUNT OF $44,299 WITH GOVERNMENTJOBS.COM,\nINCORPORATED FOR WEB-BASED APPLICANT TRACKING, HIRING, AND\nONBOARDING SERVICES AND INCREASING BUDGET APPROPRIATIONS\nFOR CONTRACTUAL SERVICES\nGovernmentjobs.com, Incorporated doing business as NEOGOV, provides the\nparamount Human Resources Management System (HRMS) for public sector\nemployee recruitment, hiring, onboarding, development, benefits\nadministration, and management. The approval and implementation of\nNEOGOV will significantly upgrade the City’s employment processing platform\nand improve the employment cycle from initial job advertising through retiree\nbenefits administration. Resolution No. 23-45 approves a sole source purchase\nof NEOGOV and increases General Fund appropriations for contractual services.\nThe contract with NEOGOV will cost a total of $44,299 over the three-year term.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-45, which\napproves the sole source procurement and three-year contract with NEOGOV,\nincreases General Fund appropriations by $9,541 for contractual services, and\nauthorizes the City Manager to execute the contract.

FISCAL YEAR 2023-2024 FIRE DEPARTMENT SUPPLIES AND EQUIPMENT\nOPEN PURCHASE ORDERS IN THE AMOUNTS OF $65,000 AND $60,000\nThe San Gabriel Fire Department, maintains a supply of expendable items and\ndurable equipment to fulfil its mission. Open purchase orders, renewed each\nFiscal Year are used to keep the Department stocked with personal protective\nequipment, paramedic, and firefighting supplies, delivered on an as-needed\nbasis. Vendors are reviewed regularly and selected through competitive bid,\npiggyback and cooperative purchasing agreements. Paramedic and Firefighting\nequipment and supplies are budgeted for Fiscal Year 2023-2024 as line items\nin the amount of $75,000 (Emergency Medical Service Supplies) and $70,000\n(Personal Protective Equipment).\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the issuance of open\npurchase orders in the amount of $65,000 to Life Assist, Incorporated and in\nthe amount of $60,000 to Municipal Emergency Services. The purchases are to\nbe made pursuant to Title III, Section 34.35 of the San Gabriel Municipal Code,\npermitting the City to piggyback on a contract or cooperative purchasing\nagreement prepared by and processed through another local, state, or federal\ngovernment agency.

F. PURCHASE OF A 2024 RAM 3500 TRUCK FOR THE SAN GABRIEL FIRE\nDEPARTMENT IN THE AMOUNT OF $76,447.23\nThe San Gabriel Fire Department is in need of replacing a 1995 Ford F350 Utility\npickup truck. The purchase was fully funded in the Fiscal Year 2020-2021 Capital\nImprovement Budget, but due to delays in the manufacturing sector, an\nadequate replacement vehicle has not been available for purchase until now.\nThe total purchase price, including tax and delivery, is $76,447.23. The\nacquisition of the vehicle is fully funded in account 124-761-15-99-676.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the issuance of a purchase\norder in the amount of $76,447.23 to National Auto Fleet Group for the\npurchase of a 2024 Ram 3500 Tradesman four-wheel pickup truck.

APPROVAL OF PURCHASE ORDER WITH TAYLOR TENNIS COURTS,\nINCORPORATED IN THE AMOUNT OF $35,700 FOR THE RESURFACING OF\nTHE TENNIS COURTS AT SMITH PARK AND WASHINGTON SCHOOL PARK\nThe existing tennis/pickleball courts at Smith Park and Washington School Park\nare in need of resurfacing. At Smith Park, one court will be striped for tennis\nonly and one court for tennis and pickleball. At Washington School Park, both\ncourts will be striped for tennis only. The total price for the resurfacing and\npainting of the courts at Smith Park and Washington School Park is $35,700.\nFunds are available in the Fiscal Year 2023-2024 Budget Special Projects\nAccount No. 124-850-18-96-816 in the amount of $30,000 for the court\nresurfacing. An appropriation of $9,270 is requested to cover the total amount\nneeded for the project. There will be no impact to the General Fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. H. DECLARATION OF UP TO SIX CAMPING TRAILERS AS SURPLUS PROPERTY\nAND AUTHORIZATION FOR SALE AT AUCTION\nThe City of San Gabriel accepted three camping trailers from the Federal\nEmergency Management Agency (FEMA) to house infected staff at the start of\nthe COVID-19 pandemic. Shortly thereafter, the City accepted five additional\ncamping trailers from the City of El Monte, who did not want their FEMA\nallocation of trailers. FEMA provided the titles and keys for all eight trailers, so\nthe City is the legal owner of them. The San Gabriel Police Department has been\nusing two of the trailers, but the other six have not been used since acquisition\nand staff does not foresee any future need for those camping trailers. The sale\nof said camping trailers is expected to generate between $50,000 and $120,000,\nwith the revenue being deposited to the General Fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council declare up to six camping trailers as\nsurplus property and authorize the City Manager to have them auctioned.

I. AWARD CONSTRUCTION CONTRACT NO. 23-08 TO COMMERCIAL\nPAVING AND COATING FOR THE CONSTRUCTION OF NEW CONCRETE\nSLAB FOR PICKLEBALL COURTS AT SMITH PARK IN THE AMOUNT OF\n$90,500 PLUS A $9,050 CONTINGENCY\nSmith Park currently has two tennis courts, one of which is striped for both\ntennis and pickleball. The steady increase in popularity of this sport has created\na need to construct additional pickleball courts. On May 2, 2023, Council\napproved the construction of four new permanent pickleball courts at Smith\nPark. Parks Development Impact Fee funds in the amount of $90,500 plus a\n$9,050 contingency will be utilized to fund the construction of four new\npickleball courts. The funds were appropriated in the Fiscal Year 2022-23\nbudget and will be carried to the Fiscal Year 2023-24 budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Authorize the City Manager to execute Construction Contract No. 23-08\nwith Commercial Paving and Construction for a total bid amount of $90,500;\nand\n2. Authorize the City Manager to approve a Purchase Order with Commercial\nPaving and Coating in an amount not to exceed $99,550 which includes a\n10% construction contingency using the Parks Development Impact Fees\nAccount No. 122-850-40-97-806.

APPROVAL OF FINAL PARCEL MAP NO. 72302, A 4-UNIT CONDOMINIUM\nDEVELOPMENT PROJECT LOCATED AT 1308 STEVENS AVENUE\nThe development project located at 1308 Stevens Avenue, is a 4-unit\ncondominium on a 7,249-square-foot lot. Staff and the Los Angeles County\nDepartment of Public Works have reviewed the Final Parcel Map and\ndetermined it is in compliance with the State Subdivision Map Act, Conditions\nof Approval, and the City’s ordinances regarding subdivision. There is no fiscal\nimpact related to this item.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve Final Parcel Map No. 72302,\nauthorize its filing with the Los Angeles County Recorder and authorize the City\nManager to execute the Subdivision Agreement on behalf of the City.

ORDINANCE NO. 690: AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE RELATING TO DENSITY BONUS (ZTA23-001) – SECOND\nREADING AND ADOPTION\nAdoption of Ordinance No. 690 would amend Title XV, Chapter 153 (Zoning\nCode) of the San Gabriel Municipal Code (SGMC) relating to Density Bonus to\nmake it consistent with State law. Ordinance No. 690 was introduced and\nscheduled for second reading and adoption by a 5-0 vote of the City Council at\nthe June 20, 2023, City Council meeting. The Fiscal Year 2022-2023 Adopted\nBudget includes the cost for required legal publication (Account No. 121-702-\n00-65-000) and codification (Account No. 121-702-00-22-000) of the\nordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council waive the reading in full, read by title\nonly and adopt Ordinance No. 690 entitled, “An Ordinance of the City Council\nof the City of San Gabriel, California, Approving Planning Case No. ZTA23-001,\nAmending Title XV, Chapter 153 (Zoning) relating to Density Bonus.

RESOLUTION NO. 23-43 AMENDING THE AUTHORIZED SCHEDULE OF\nCOMPENSATION AND BENEFITS FOR REGULAR NON-REPRESENTED\nEMPLOYEES AND INCREASING BUDGET APPROPRIATIONS FOR REGULAR\nNON-REPRESENTED EMPLOYEE SALARIES AND BENEFITS\nIn April, staff began meeting with the Focus Group to discuss the status of the\nAuthorized Schedule of Compensation and Benefits (ASCB) for regular non-\nrepresented employees. Representatives of the City and the Focus Group have\nmutually agreed upon a successor ASCB For Fiscal Year 2023-2024 presented\nfor Council’s approval. Resolution No. 23-43 amends the ASCB for all regular\nnon-represented employees, effective July 1, 2023.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-43, which\namends and approves the ASCB for the City’s regular non-represented\nemployees for the period covering July 1, 2023, through June 30, 2024, and\nincreases General Fund appropriations $508,973 and various other special fund\nappropriations $119,797 to cover increased costs to salaries and benefits for\nthe City’s regular non-represented employees.

FIVE YEAR INTERAGENCY COMMUNICATIONS INTEROPERABILITY\nSYSTEM SUBSCRIBER AGREEMENT WITH AN ANNUAL AMOUNT OF\n$11,232\nAs a member of the Verdugo Fire Communications System, the San Gabriel Fire\nDepartment uses the Interagency Communications Interoperability System (ICI\nSystem) as the primary radio communications infrastructure for routine and\nemergency response operations. The cost of purchasing, upgrading, and\nmaintaining the complex system and mountain top repeater sites is shared\namong the system users. The total cost per year of the ICI Subscriber agreement\nis $11,232.00.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager or designee\nto execute the ICI System Subscriber Agreement and approve the issuance of a\npurchase order in the amount of $11,232 for Fiscal Year 2023-2024.

A. DISCUSSION REGARDING POTENTIAL PROHIBITION OR REGULATIONS\nFOR THE INSTALLATION AND USE OF ARTIFICIAL TURF OR SYNTHETIC\nGRASS ON CITY PARKWAYS\nCurrent State of California law encourages the use of drought tolerant\nlandscaping, including artificial turf or synthetic grass on residential properties.\nPursuant to the law, cities may adopt laws that provide standards for the type\nand installation of such materials, but may not adopt standards that would\neffectively preclude the use of such materials. State law is silent on the private\ninstallation of artificial turf on City property, such as a residential parkway.\nCurrently, the City of San Gabriel’s Landscape Code only addresses the use of\nartificial or synthetic turf on private property, but not within City owned\nparkways. At the May 16, 2023, City Council meeting, the Council requested that\nstaff return with information regarding a potential process to allow artificial turf\nor synthetic grass in the right of way. There is no known fiscal impact for this\nitem.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council discuss the use of artificial turf on city-\nowned parkways, and direct staff to either prohibit the use of these materials\nor amend the standards to allow artificial turf on city-owned parkways. In either\ncase, staff will return with a formal Code amendment to implement City\nCouncil’s direction.

DISCUSSION AND DIRECTION ON ESTABLISHING A SISTER/FRIENDSHIP\nCITY POLICY AND WHETHER TO CONSIDER ESTABLISHING\nRELATIONSHIPS WITH ADDITIONAL CITIES\nThe City of San Gabriel first established a Sister City relationship with the City of\nCelaya, Guanajuato, Mexico in 1967 through the United States/Mexico Sister City\nAssociation. The City also endorsed a Friendship City with Changhua, Guandong,\nTaiwan through the San Gabriel Chamber of Commerce in 1986. In the past few\nyears, City officials have been approached by additional cities with requests to\nestablish new Sister City relationships. There is no fiscal impact related to this\nitem.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council discuss the Sister/Friendship City\nprogram and provide direction on how to proceed. The following options may\nhelp to guide the discussion:\n1. Direct staff to return with a policy to guide how the City interacts with the\ncurrent Sister City partners and how to consider future partnerships.\n2. Continue without a formal policy and consider new relationships on an ad\nhoc basis.\n3. Determine that the City should not enter into new relationships at this time.\n4. Any other options that the City Council decides based upon discussion at the\nmeeting, including some combination of the options listed above.
