D. LEFT TURN PHASING ADDITION TO THE TRAFFIC SIGNAL AT BALDWIN\nAVENUE AND W. LIVE OAK AVENUE\nThe City Council is requested to review the justification for the addition of three-\nsection Flashing Yellow Arrow Protected/Permissive left turn phasing at the\nintersection of Baldwin Avenue and W. Live Oak Avenue.\nRecommendation:\n1. Review the justification for the addition of three-section Flashing Yellow Arrow\nProtected/Permissive left turn phasing at the intersection of Baldwin Avenue\nand W. Live Oak Avenue;\n2. Concur with the Transportation and Public Safety Commission and staff’s\nrecommendations to approve the attached resolution (Attachment “A”) to\nrecommend proceeding with the design and implementation of the necessary\nleft turn signal phasing improvements at the subject intersection; and\n3. Authorize the release of RFP (Request for Proposals) to procure services of a\nTraffic Signal Design Consultant for the for the design services.
