CO-SPONSOR 2023 SAN GABRIEL VALLEY NOODLE FESTIVAL WITH\nTEMPLE CITY CHAMBER OF COMMERCE\nThe City Council is requested to consider hosting and co-sponsoring the 2023\nSan Gabriel Valley Noodle Festival with the Temple City Chamber of Commerce\non Saturday, October 21, 2023.\nRecommendation:\n1. Approve hosting and co-sponsorship of a 2023 San Gabriel Valley Noodle\nFestival with the Temple City Chamber of Commerce on Saturday, October 21,\n2023;\n2. Approve the proposed date and time of the Festival for Saturday, October 21,\n2023, from 11:00 a.m. to 4:00 p.m. Set-up to begin at 5:00 a.m. and closeout of\nthe event to be completed by 9:00 p.m.;\n3. Approve the temporary parking ban on the northside Las Tunas Drive between\nKauffman Avenue and Golden West Avenue adjacent to Temple City Park and a\nparking ban on the westside of Golden West Avenue adjacent to Temple City\nPark on October 21, 2023;\n4. Waive all fees and deposits for use of Temple City Park and the Performing Arts\nPavilion;\n5. Waive all fees and authorize City staff to hang a street banner on Las Tunas Drive\nfrom September 1 to October 21, 2023;\n6. Approve the use of the City Seal and City Logo for advertising and promotional\nmaterials; and\n7. Grant the Temple City Chamber of Commerce a special event permit with the\nconditions and responsibilities stated in the staff report and authorize the City\nManager to place additional conditions if necessary; and\n8. Tentatively approve a beer garden during the event, pending staff review to\nensure all requirements are met.

Review and approve the Second Amendment to the consultant services\nagreement (Attachment “A”) with Sandra Medrano (Medrano) to provide\nhousing consultant services for Fiscal Year (FY) 2023-24 and increase the\ntotal compensation by $43,698, for a total of $151,993; and\n2. Authorize the City Manager to finalize and execute the Second Amendment\nwith Medrano for FY 2023-24.

LIVE OAK AVENUE\nThe City Council is requested to review the justification for the addition of three-\nsection Flashing Yellow Arrow Protected/Permissive left turn phasing at the\nintersection of Baldwin Avenue and W. Live Oak Avenue.\nRecommendation:\n1. Review the justification for the addition of three-section Flashing Yellow Arrow\nProtected/Permissive left turn phasing at the intersection of Baldwin Avenue\nand W. Live Oak Avenue;\n2. Concur with the Transportation and Public Safety Commission and staff’s\nrecommendations to approve the attached resolution (Attachment “A”) to\nrecommend proceeding with the design and implementation of the necessary\nleft turn signal phasing improvements at the subject intersection; and\n3. Authorize the release of RFP (Request for Proposals) to procure services of a\nTraffic Signal Design Consultant for the for the design services.

P19-07 (ROLL OVERED TO FISCAL YEAR 2022-23, CIP\nNO. 23-02)\nThe City Council is requested to accept the completion of the Fiscal Year 2021-22\nPavement Rehabilitation Project, CIP No. P19-07/CIP No. 23-02 as performed by\nOnyx Paving Company, Inc. The work was performed within the contractually\nspecified duration and to the City Engineer’s satisfaction.\nRecommendation:\n1. Accept project completion for the Fiscal Year 2021-22, Project No. P19-07 (roll\novered to Fiscal Year 2022-23 Pavement Rehabilitation Project, CIP No. P23-\n02) as performed by Onyx Paving Company, Inc. for a total amount of\n$4,049,982.60;\n2. Authorize the City Manager to file a project Notice of Completion with the\nCounty of Los Angeles Registrar-Recorder; and\n3. Authorize the City Manager to release a retention payment of $202,499.13 to\nOnyx Paving Company, Inc. within 35 days following recordation of the Notice\nof Completion.
