D. LEFT TURN PHASING ADDITION TO THE TRAFFIC SIGNAL AT BALDWIN AVENUE AND W. LIVE OAK AVENUE The City Council is requested to review the justification for the addition of three- section Flashing Yellow Arrow Protected/Permissive left turn phasing at the intersection of Baldwin Avenue and W. Live Oak Avenue. Recommendation: 1. Review the justification for the addition of three-section Flashing Yellow Arrow Protected/Permissive left turn phasing at the intersection of Baldwin Avenue and W. Live Oak Avenue; 2. Concur with the Transportation and Public Safety Commission and staff’s recommendations to approve the attached resolution (Attachment “A”) to recommend proceeding with the design and implementation of the necessary left turn signal phasing improvements at the subject intersection; and 3. Authorize the release of RFP (Request for Proposals) to procure services of a Traffic Signal Design Consultant for the for the design services.
