Find the Memorandum of Agreement (MOA) to be categorically exempt\nfrom review under the California Environmental Quality Act (CEQA)\npursuant to Class 7 and Class 8 exemptions set forth in Sections 15307\nand 15308 of the CEQA guidelines.\n2.
