7. AMENDED PLAN FOR USE OF AMERICAN RESCUE PLAN ACT OF 2021 RELIEF\nFUNDS – F2M21-67, M2M23-114\nThe City Council last amended the City’s American Rescue Plan Act (ARPA) Plan to add\nthree projects to the approved listing. The projects included the purchase of cardiac\ndefibrillators, Uninterruptible Power Supply (UPS) battery backup system, and funding for\n5\n7-24-23\nAlmansor Court Improvements. City staff have been actively working on the approved list\nof ARPA projects. Cost savings from completed projects, closure of projects that had not\nbegun, and alternative grant funding sources are used to fund active projects that require\nadditional funding due to price increases. Staff is requesting to add one new project to the\nAmended ARPA Plan and transfer funding to the Premium Pay category. Staff is\nrequesting the City Council approve an appropriation from ARPA to fund these projects:\n1) The Parks & Recreation Department is requesting to reallocate ARPA funds in the\namount of $430,000 to repair and resurface pool decks to comply with health and safety\ncodes.; 2) The City is proposing to transfer funding for the dog park from the Government\nServices category to Negative Economic Impacts category for reporting purposes. The\nfunding is still available for the dog park.; and, 3) The City is proposing to reallocate\nprojects that had not begun from the Public Health category to the Premium Pay category\nin the amount of $1,200,000 to provide premium pay benefit to essential workers.\nRecommended Action: City Council, by one motion, approve the amended\nAmerican Rescue Plan Funds (ARPA) plan as outlined in the Director of Finance’s July\n24, 2023 report; authorize the Finance Director to amend the ARPA budget for all\napproved ARPA funds and utilize savings to offset overages within current or backup\nARPA projects; and, direct staff to undertake the steps necessary to finalize the Council’s\naction.
