19. AWARD CONTRACT: ENTERPRISE RESOURCE PLANNING (ERP) FINANCIAL\nSOFTWARE AND IMPLEMENTATION SERVICES – F2M23-21, RFP2M23-1, C2M23-\n62, M2M23-122\nThe City’s ERP system serves as the primary software platform for Finance, Human\nResources, and all other core transactions. The current system, Tyler Eden, was\nimplemented in Fiscal Year 2008-09 and has exceeded its 10-year lifespan. On January\n9, 2023, the City Council authorized the distribution of a Request for Proposals (RFP)\nsoliciting a new ERP system and implementation services. Three vendors responded to\nthe RFP providing pricing for a Software-as-a Service solution, which is hosted centrally\nwith the vendor and licensed on a subscription basis. The City requested from all three\nvendors on-premise pricing, which is an ERP system housed at City Hall and managed\nby the City’s Information Technology staff. Two of three vendors responded. Three staff\nmembers evaluated and ranked the responding consultants in accordance with the criteria\nstated in the Request for Proposal. The proposal received from Tyler Technologies was\nranked highest based on the evaluation criteria stated in the Request for Proposal.\n10\n7-24-23\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Tyler Technologies in the amount not\nto exceed $1,210,000 to acquire and implement a new Enterprise Resource Planning\n(ERP) system; direct staff to undertake the steps necessary to finalize City Council’s\naction; and, authorize the City Manager to execute the annual support agreements.\n(M2M23-122)
