25. RESOLUTION APPROVING SIDE LETTER AGREEMENTS AMENDING THE\nMEMORANDUMS OF UNDERSTANDING BETWEEN THE CITY OF ALHAMBRA AND\nTHE ALHAMBRA POLICE OFFICERS’ ASSOCIATION (APOA), ALHAMBRA POLICE\nMANAGEMENT ASSOCIATION (APMA) AND ALHAMBRA POLICE DISPATCH\nASSOCIATION (APDA) – F2M23-2, R2M23-36, C87-16C, C2M11-32, C2M21-51,\nM2M23-127\nThe City and APOA, APMA and APDA have established agreements on salaries and\nbenefits, in the form of Memorandums of Understanding (MOUs) and side letter\nagreements with the City’s sworn police personnel and public safety dispatchers. Most\nrecently, City representatives and Board members of the APOA, APMA and APDA met\nand conferred about additional compensation and benefit increases available to\nemployees. These side letters amend the existing MOUs between the City and APOA,\nAPMA and APDA to provide for compensation and benefit enhancements for all\nemployees within the three employee groups. These enhancements for employees are in\n13\n7-24-23\nalignment with the City’s Council’s goals and priorities as it pertains to recruiting and\nretaining quality public safety personnel and first responders. These mutually agreed\nupon labor contracts also provide financial stability and allow City management to budget\naccordingly.\nRecommended Action: City Council: 1) Adopt Resolution No. R2M23-36 entitled:\nA Resolution of the Alhambra City Council approving Side Letter Agreements amending\nthe Memorandum of Understanding between the City of Alhambra and the Alhambra\nPolice Officers’ Association, Alhambra Police Management Association and Alhambra\nPolice Dispatch Association; 2) Direct the Finance Director to make necessary budget\nadjustments within the Fiscal Year 2023-24 and 2024-25 Adopted Budget for the\ncompensation and benefit packages for these employees; and, 3) Direct staff to undertake\nthe steps necessary to finalize Council’s action.
