24. RESOLUTION APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN\nTHE CITY OF ALHAMBRA AND THE ALHAMBRA FIRE DEPARTMENT\nMANAGEMENT ASSOCIATION AND APPROVING A REVISED CLASS\nSPECIFICATION FOR FIRE BATTALION CHIEF – F2M23-2, C2M17-52, R2M23-38,\nM2M23-126\nThe Memorandum of Understanding (MOU) with the Alhambra Fire Department\nManagement Association (AFDMA) expired on June 30, 2023. Representatives of the City\nand AFDMA have been meeting and conferring as it relates to wages, benefits and\nworking conditions since February 2023. The parties reached agreement on a successor\nMOU. A Resolution approving and adopting the MOU through fiscal year 2025-2026, new\nsalary schedules associated with the compensation increases provided for in the MOU,\nand approving a revised Fire Battalion Chief class specification is required. Additionally,\nstaff requests the Council authorize the Finance Director to make necessary budget\nadjustments within the Fiscal Year 2023-24 and 2024-25 Adopted Budget for the approved\ncompensation and benefit package for these employees.\nRecommended Action: City Council: 1) Adopt Resolution No. R2M23-38 entitled:\nA Resolution of the Alhambra City Council approving a Memorandum of Understanding\nwith the Alhambra Fire Department Management Association for Fiscal Years 2023-2024,\n2024-2025, and 2025-2026 and approving a revised Class Specification for Fire Battalion\nChief; 2) Direct the Finance Director to make necessary budget adjustments within the\nFiscal Year 2023-24 and 2024-25 Adopted Budget for the approved compensation and\nbenefit package for these employees; and, 3) Direct staff to undertake the steps necessary\nto finalize Council’s action.
