26. RESOLUTION APPROVING SIDE LETTER AGREEMENTS AMENDING THE\nMEMORANDUM OF UNDERSTANDINGS BETWEEN THE CITY OF ALHAMBRA AND\nTHE ALHAMBRA CITY EMPLOYEES’ ASSOCIATION (ACEA) AND ALHAMBRA\nMANAGEMENT EMPLOYEES’ ASSOCIATION (AMEA) AND APPROVING A REVISED\nCLASS SPECIFICATION FOR LANDSCAPE MAINTENANCE SPECIALIST – F2M23-2,\nR2M23-37, C87-16A, C2M17-70, M2M23-128\nThe City and ACEA and AMEA have previously established MOUs and side letter of\nagreements on salaries and benefits, in the form of MOUs and side letter agreements.\nThe MOUs between the City and the ACEA and AMEA were both set to expire on June\n30, 2024. Most recently, City representatives and representatives of the ACEA and AMEA\nmet and conferred regarding additional compensation and benefit increases available to\nemployees. These side letters amend the existing MOUs between the City and ACEA\nand AMEA provide for compensation and benefit enhancements for all employees within\nthe two employee groups. These side letter amendments to the existing MOUs add the\nabove-described compensation increases and benefits. Moreover, the City and ACEA and\nAMEA agreed to revise language pertaining the observance holidays. Additionally, during\nnegotiations, City and AMEA also reached agreement on a revision to the class\nspecification for Landscape Maintenance Specialist, formerly Utilities Landscape\nMaintenance Specialist. These mutually agreed upon labor contracts provide financial\nstability and allow City management to budget accordingly.\nRecommended Action: City Council: 1) Adopt Resolution No. R2M23-37 entitled:\nA Resolution of the Alhambra City Council approving Side Letter Agreements amending\nthe Memorandum of Understanding between the City of Alhambra and the Alhambra City\nEmployees’ Association and Alhambra Management Employees’ Association, amending\nthe City of Alhambra Compensation Plan and approving a revised Class Specification for\nLandscape Maintenance Specialist; 2) Direct the Finance Director to make necessary\nbudget adjustments within the Fiscal Year 2023-24 and 2024-25 Adopted Budget for the\ncompensation and benefit packages for these employees; and, 3) Direct staff to undertake\nthe steps necessary to finalize Council’s action.
