27. URGENCY ORDINANCE ESTABLISHING AND AMENDING SALARY AND BENEFITS\nFOR CERTAIN EXECUTIVE TEAM EMPLOYEES, CONFIDENTIAL EMPLOYEES AND\nCITY COUNCIL MEMBERS SUPERSEDING ORDINANCE NOS. O2M23-4809 AND\n14\n7-24-23\nO2M23-4810 AND APPROVAL OF CLASS SPECIFICATION FOR ACCOUNTANT –\nF2M23-2, O2M23-4815, M2M23-129\nWith regard to the Urgency Ordinance, changes are proposed with respect to the\nfollowing: creation of a new Accountant Classification; compensation increases; increase\nin City provided medical contributions; ARPA premium; pay vacation cash out; recognized\nholidays; education incentive pay; uniforms for Fire Chief and Police Chief; and, annual\nvacation accruals and maximum vacation accruals. An urgency ordinance memorializing\nthese changes is necessary in order to allow for the immediate recruitment of the new\nclassification of Accountant and to provide the Finance Department with the much-needed\nexpertise and support necessary.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Declare introduced for its first reading the following urgency ordinance entitled:\nOrdinance No. O2M23-4815: An Urgency Ordinance of the Alhambra City\nCouncil establishing and amending salary and benefits for Executive Team\nEmployees, Confidential Employees and City Council Members superseding\nOrdinance Nos. O2M23-4809 and O2M23-4810\nand adopt same by a 4/5 vote of the City Council, after which such ordinance shall\ngo into effect immediately; and,\n2. Approve the class specification for Accountant and approve the inclusion of the\nclassification within the City of Alhambra Classification Plan; and,\n3. Direct the Finance Director to make necessary budget adjustments within the\nFiscal Year 2023-24 and 2024-25 Adopted Budget for the classification of\nAccountant and for the compensation and benefit package for these employees;\nand,\n4. Direct staff to undertake steps necessary to finalize Council’s action. (M2M23-129)
