23. RESOLUTION APPROVING A CHANGE TO THE PAY RATE FOR POLICE RECRUIT\nIN THE CITY OF ALHAMBRA SALARY SCHEDULE FOR CERTAIN PART-TIME JOB\nCLASSIFICATIONS – F2M23-2, R2M23-39, M2M23-125\nCalifornia Public Employees’ Retirement Law requires the City Council to approve and\nadopt salary schedules and pay rates for job classifications at a public meeting. The hourly\npay rate for the classification of part-time classification of Police Recruit has historically\nbeen nine percent (9%) below the entry level hourly rate for full-time entry level Police\nOfficer. Whereas, recently the Police Officers Association received compensation\nincreases of four percent (4%) effective in the first pay period of each of the following fiscal\nyears: Fiscal Year 2023-24, Fiscal Year 2024-25 and Fiscal Year 2025-26. Therefore, the\nsame increases to the part-time Police Recruit classification are recommended and\nnecessary in order to maintain the variance in pay rate and avoid compaction in pay rates\nbecause the positions are linked and part of a series of positions within the ranks of the\nPolice Department. The compensation increases shall be effective August 3, 2023.\n12\n7-24-23\nRecommended Action: City Council: 1) Adopt Resolution No. R2M23-39 entitled:\nA Resolution of the Alhambra City Council approving a change to the pay rate for Police\nRecruit in the City of Alhambra Salary Schedule for certain part-time job classifications; 2)\nDirect the Finance Director to make necessary budget adjustments within the Fiscal Year\n2023-24 and 2024-25 Adopted Budget for the compensation increase for these impacted\nemployees; and, 3) Direct staff to undertake the steps necessary to finalize Council’s\naction.
