21. RESOLUTION AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION TO THE\nLOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR\nTHE NET TOLL REVENUE REINVESTMENT GRANT PROGRAM – F2M23-18, R2M23-\n42\nOn August 7, 2023, applications will be due for the Net Toll Revenue Reinvestment Grant\nProgram, a competitive grant program which provides funding for projects to increase\nmobility through a series of integrated strategies (transit operations, transportation\ndemand management, transportation systems management, active transportation, and\ncapital investments) in the I-10 and I-110 corridors. The funding comes from the\ngeneration of net toll revenues from the Metro ExpressLanes. The City’s Bike and\nPedestrian Plan is currently under development via the consultant, Alta Planning. As a\nresult of ongoing planning efforts and the availability of this funding opportunity, the\nconsultant has identified potential improvement projects, which are supported by\npreliminary research and data and will be inherent in the City’s Bicycle and Pedestrian\nImprovement Plan document, and which are eligible for the Net Toll Revenue\nReinvestment Grant Program. While the City Council has yet to adopt the Bicycle and\n11\n7-24-23\nPedestrian Improvement Plan, these are projects consistent with the basic framework or\nbike network being developed under the Plan. Pursuant to policies and procedures for the\nNet Toll Revenue Reinvestment Grant Program, LACMTA requires an official resolution\nby the City Council which demonstrates community support and provides authority to\nproceed with the application and receipt of grant funds.\nRecommended Action: City Council authorize the submittal of a grant application to\nthe Los Angeles County Metropolitan Transportation Authority (LACMTA) for the Net Toll\nRevenue Reinvestment Grant Program for active transportation projects; adopt\nauthorizing Resolution No. R2M23-42 entitled: Resolution of the City Council of the City\nof Alhambra, California approving the authority to file an application with Los Angeles\nCounty Metropolitan Transportation Agency for the Net Toll Revenue Reinvestment Grant\nProgram enabling the submittal of such application; authorize the City Manager, or\ndesignee, to execute all documents related to grant implementation; and, direct and\nauthorize staff to undertake the steps necessary to finalize the Council’s action.
