17. AWARD CONTRACT & APPROPRIATE FUNDS: LEASE OF AUTOMATED LICENSE\nPLATE RECOGNITION (ALPR) CAMERAS – F2M23-60, C2M23-61, M2M23-121\nThe City currently has 15 ALPR cameras placed in strategic areas around Alhambra to\nassist in solving and reducing crime. These cameras are built by FLOCK Safety, a public\nsafety technology company that helps neighborhoods, communities and law enforcement\nwork together to fight crime. The implementation of an additional proposed 35 cameras\nwould vastly improve the Police Department’s ability to identify suspect vehicles\nentering/exiting Alhambra, as well as vehicles associated with missing/endangered\n9\n7-24-23\npersons. FLOCK Safety has provided a bid for 50 cameras costing $131,750 in the first\nyear and $125,00 each year thereafter. Sole source purchase is allowable under Alhambra\nMunicipal Code Section 3.36.080(B)(2).\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to FLOCK Safety in the amount of\n$631,750 for 50 fixed location Automated License Plate Recognition (ALPR) cameras, for\na five-year lease; appropriate additional funds to enable the contract; and, direct staff to\nundertake the steps necessary to finalize Council’s action.
