15. APPROVAL OF A CONTRACT WITH THE COUNSELING TEAM INTERNATIONAL –\nF2M23-59, C2M23-59, M2M23-119\nStaff requests that the City Council approve a 5-year contract with The Counseling Team\nInternational. The Police Department has been partnering with The Counseling Team\nInternational to provide counseling, training, critical incident intervention and support to\nPolice Department employees, with the current contract expiring June 30, 2023. The new\ncontract will be a five-year term from July 1, 2023 through June 30, 2028. The billing rates\nare subject to change on July 1 of each year pursuant to any cost adjustments, not to\nexceed 5% annually. The total amount for the first fiscal year for these services is $84,200.\nRecommended Action: City Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, with The Counseling Team International\nin an amount up to $465,258 for counseling, training, critical incident intervention,\npsychological testing and support for a five-year period; authorize the Chief of Police to\nexecute the agreement and authorize rates each fiscal year; and, direct staff to undertake\nthe steps necessary to finalize Council’s action.
