28. AWARD CONTRACT: CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)\nSERVICES FOR THE ALHAMBRA COMMUNITY CENTER – F2M22-65, RFP2M23-18,\nC2M23-64, M2M23-130\nOn June 26, 2023, the City Council authorized the circulation of a Request for Proposals\n(RFP2M23-18) for CEQA services for the Alhambra Community Center project. A total of\ntwo proposals for this project were received from qualified consulting firms. On July 18,\n2023, an evaluation panel consisting of the Project Manager and City staff interviewed\nand rated the firms to determine how each met the essential requirements outlined in the\nRFP, including: Compliance with the RFP requirements; project understanding and\napproach; experience; level of effort, schedule, and cost-effectiveness to provide efficient\nservices. After careful consideration, the evaluation panel determined Environmental\nScience Associates (ESA) best meets the City’s criteria and overall needs.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, by and between the City of Alhambra\n15\n7-24-23\nand Environmental Science Associates (ESA), for CEQA Services for the Alhambra\nCommunity Center in an amount not to exceed $145,000; and, direct staff to undertake\nthe steps necessary to finalize the Council’s action.
