4. Reimbursement Agreement with the Orange County Water District Related\nto Groundwater Treatment Facilities\na) Determine this action is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA\nGuidelines because this action will not result in a physical change to the\nenvironment, directly or indirectly; and\nb) Approve a reimbursement agreement for Per- and polyfluoroalkyl substances\n(PFAS) Treatment Facilities and Program Agreement (Reimbursement\nAgreement) among other groundwater producers, and the Orange County Water\nDistrict (OCWD) for reimbursement funding for the City of Newport Beach to\ndevelop, construct, operate, and maintain groundwater treatment facilities, and\nauthorize the City Manager to execute all documents to become a party to the\nAgreement.\nStaff Report\nAttachment A - Reimbursement Agreement\nJuly 25, 2023
