11. CONTRACTS WITH BIG BEN ENGINEERING, T.E. ROBERTS, INC., AND DOTY\nBROS CONSTRUCTION CO. FOR ON-CALL EMERGENCY WATERLINE REPAIR\nSERVICES\nPresented by Cesar Ortiz, P.E., Principal Engineer\nPurpose: Authorize the Public Works Department to establish “on-call” contracts for\nemergency waterline repair services. Costs associated with the on-call services will be\nfunded by the Pipeline Replacement Program Account (No. 52-9806-396825) on a\nproject-by-project basis.\nRecommended Action: 1) Approve a contract with Big Ben Engineering to provide\non-call emergency waterline repair services without a guaranteed minimum at a\nnot-to-exceed amount of $200,000; 2) Approve a contract with T.E.
