10. RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND APPROVAL OF A\nCONTRACT WITH ELECNOR BELCO ELECTRIC, INC. FOR THE TRAFFIC SIGNAL\nMODIFICATIONS AT KNOTT AVENUE AND HOLDER STREET PROJECT\nPresented by Cesar Ortiz, P.E., Principal Engineer\nPurpose: Authorize the Public Works Department to hire a contractor to modify the traffic\nsignal at the intersection of Knott Avenue and Holder Street. Associated costs in the\namount of $524,532 will be allocated from the project account and will require additional\nfunds in the amount of $275,000 from the Traffic Signal Improvements Account\n(No. 24-9806-590025) for this purpose.\nRecommended Action: 1) Adopt a resolution approving plans and specifications for the\nTraffic Signal Modifications at Knott Avenue and Holder Street Project; 2) Award a\ncontract with Elecnor Belco Electric, Inc. in the amount of $454,532; 3) Authorize\ncontingency funds in the amount of $45,000 in the same purchase order; 4) Authorize\nconstruction engineering funds in the amount of $25,000; 5) Authorize the City Manager\nand the City Clerk to make any necessary, non-monetary changes to the contract;\n6) Authorize the City Manager and the City Clerk to execute the contract; and,\n7) Authorize a budget transfer in the amount of $275,000 from the Traffic Signal\nImprovements Account (No. 24-9806-590025) for this purpose.

11. CONTRACTS WITH BIG BEN ENGINEERING, T.E. ROBERTS, INC., AND DOTY\nBROS CONSTRUCTION CO. FOR ON-CALL EMERGENCY WATERLINE REPAIR\nSERVICES\nPresented by Cesar Ortiz, P.E., Principal Engineer\nPurpose: Authorize the Public Works Department to establish “on-call” contracts for\nemergency waterline repair services. Costs associated with the on-call services will be\nfunded by the Pipeline Replacement Program Account (No. 52-9806-396825) on a\nproject-by-project basis.\nRecommended Action: 1) Approve a contract with Big Ben Engineering to provide\non-call emergency waterline repair services without a guaranteed minimum at a\nnot-to-exceed amount of $200,000; 2) Approve a contract with T.E. FINAL PAYMENT FOR THE 22-23 ANNUAL SLURRY SEAL PROJECT\nPurpose: Authorize the Public Works Department to issue final payment and file a Notice\nof Completion for the 22-23 Annual Slurry Seal Project. This project is funded by the\nRoad Maintenance and Rehabilitation Account (RMRA) (Account No. 24-9806-590010).\nRecommended Action: 1) Accept project as complete and approve final payment to\nPavement Coatings, Co., in the amount of $221,543.15; and, 2) Authorize the Public\nWorks Department to file a Notice of Completion.

AGREEMENT FOR SERVICES WITH SAVANNA SCHOOL DISTRICT AUTHORIZING\nTHE CITY'S PARTICIPATION IN THE WINGS AFTERSCHOOL PROGRAM AT\nHOLDER ELEMENTARY SCHOOL FOR THE 2023-2024 SCHOOL YEAR\nPurpose: Authorize the City Manager to execute an agreement with the Savanna School\nDistrict for continuation of the WINGS Afterschool Program. Associated costs in the\namount of $62,388 for part-time staffing will be reimbursed by Savanna School District.\nThe City will absorb approximately $5,000 in recreation supply costs.\nRecommended Action: 1) Approve an agreement with Savanna School District\nauthorizing the WINGS Afterschool Program for the 2023-24 school year; 2) Authorize\nthe City Manager and City Attorney to make any necessary, non-monetary changes to\nthe agreement; and, 3) Authorize the City Manager and City Clerk to execute the\nagreement.

AGREEMENT WITH MEDIEVAL TIMES DINNER AND TOURNAMENT TO PERFORM\nPOLICE DETAIL SERVICES FOR FISCAL YEARS 2023-2024 AND 2024-2025\nPurpose: Authorize the Police Department to enter a professional services agreement\nwith Medieval Times Dinner and Tournament to perform police detail services for Fiscal\nYears 2023-2024 and 2024-2025. Medieval Times will reimburse the City costs at the\nrate of top-step police overtime pay, also to include worker’s compensation, a Medicare\ncontribution, and an administrative fee. There is no cost to the City.\nRecommended Action: 1) Approve an agreement with Medieval Times Dinner and\nTournament to perform police detail services for Fiscal Years 2023-2024 and\n2024-2025; 2) Authorize the City Manager and City Attorney to make any necessary,\nnon-monetary changes to the amendment; and, 3) Authorize the City Manager and\nCity Clerk to execute the agreement.

AGREEMENT WITH KNOTT'S BERRY FARM TO PERFORM POLICE DETAIL\nSERVICES FOR FISCAL YEARS 2023-2024 AND 2024-2025\nPurpose: Authorize the Police Department to enter into an agreement with\nKnott’s Berry Farm to perform police detail services for Fiscal Years 2023-2024 and\n2024-2025. Knott’s Berry Farm will reimburse the City costs at the rate of top-step police\novertime pay, also to include worker’s compensation, a Medicare contribution, and an\nadministrative fee. There is no budget expense and/or incurred cost to the City.\nRecommended Action: 1) Approve an agreement with Knott’s Berry Farm to perform\npolice detail services for Fiscal Years 2023-2024 and 2024-2025; 2) Authorize the\nCity Manager and City Attorney to make any necessary, non-monetary changes to the\nagreement; and, 3) Authorize the City Manager and City Clerk to execute the\nagreement.

RESTATED AND AMENDED EXISTING JOINT POWERS AGREEMENT WITH\nINTEGRATED LAW & JUSTICE AGENCY FOR ORANGE COUNTY (ILJAOC) TO\nFURTHER CLARIFY THE AGREEMENT AND ENSURE THE PRACTICES OF THE\nBOARD CONFORM WITH THE REQUIREMENTS OF THE AGREEMENT\nPurpose: Approve the restated and amended existing joint powers agreement with the\nILJAOC. The agreement has not been amended since June 8, 2015. Following a\nquestion regarding voting alternates appointed by the Orange County Chiefs’ and\nSheriff’s Association, board directors and legal counsel proposed minor amendments to\nclarify the agreement and ensure the practices of the Board conform with the\nrequirements of the Agreement. There is no budget impact associated with this item.\nRecommended Action: 1) Approve the recommended amendments to the previously\namended Joint Powers Agreement for the ILJAOC; 2) Authorize the City Manager and\nCity Attorney to make any non-monetary changes to the agreement; and, 3) Authorize\nthe City Manager and City Clerk to execute the amended Joint Agreement.

FOR THE SOUTHERN\nCALIFORNIA EDISON (SCE) TRAIL PHASE 2 IMPROVEMENTS PROJECT\nPresented by Annie Singhal, Assistant Engineer\nPurpose: Authorize the Public Works Department to hire a contractor for the Southern\nCalifornia Edison (SCE) Trail Phase 2 Improvements Project. Associated costs in the\namount of $1,482,351.14 will be funded with Park-in-Lieu funds as well as a budget\ntransfer from the undesignated General Fund balance.\nRecommended Action: 1) Adopt a resolution approving plans and specifications for the\nSouthern California Edison (SCE) Trail Phase 2 Improvements Project; 2) Award a\ncontract to CS Legacy Construction, Inc. in the amount of $1,339,251.14; 3) Authorize\ncontingency funds in the amount of $135,000 in the same purchase order; 4) Approve a\npurchase order for The Solis Group in the amount of $8,100 for administration of the\nCommunity Workforce Administration (CWA); 5) Authorize a budget transfer of $300,000\nfrom the undesignated General Fund balance; 6) Authorize the City Manager and the\nCity Attorney to make any necessary, non-monetary changes to the contract; and,\n7) Authorize the City Manager and the City Clerk to execute the contract.
