6F. LANDSCAPE MAINTENANCE AGREEMENT WITH CALIFORNIA DEPARTMENT OF\nTRANSPORTATION\nThe California Department of Transportation (Caltrans) owns the right-of-way along\nBeach Boulevard (SR-39). When development projects propose to install landscaping\nimprovements on Beach Boulevard, Caltrans requires that the City enter into an\nagreement to maintain the landscaping. The City then transfers the maintenance\nresponsibilities to the fronting property owner/developer through a separate agreement.\nTo reduce administrative overhead and increase operational efficiencies, staff worked\nwith Caltrans to develop a Landscape Maintenance Agreement for Beach Boulevard to\nallow the process of transferring maintenance responsibilities of any future development\nprojects to be accomplished through an amendment to the Landscape Maintenance\nAgreement.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California\nEnvironmental Quality Act, Class 1, Section 15301(h) as maintenance of existing\nlandscaping; and\nJanuary 24, 2023\n2. Approve the Caltrans Landscape Maintenance Agreement; and\n3. Authorize the Mayor and City Manager to execute said agreement; and\n4. Approve the use of the amendment(s) with Caltrans to process the transfer of\nlandscape maintenance responsibilities from Caltrans to the City and authorize the\nCity Manager to execute said amendment(s).\nEND OF CONSENT CALENDAR
