12A. AMENDMENT TO STANTON’S SIDEWALK VENDING ORDINANCE\nAt its meeting on June 27, 2023, the City Council considered the City’s sidewalk\nvending ordinance and directed the City Attorney’s office to return with revisions that\nstrengthen the regulations. The proposed ordinance (Attachment A) updates the\nordinance by addressing objective health, safety, and welfare concerns associated with\nvending near youth centers, childcare centers, and residential care facilities for the\nelderly. By establishing reasonable restrictions in these designated areas, the City\nseeks to enhance pedestrian safety and minimize unique risks to children and the\nelderly.\nRECOMMENDED ACTION:\n1. City Council find the proposed ordinance not subject to the California Environmental\nQuality Act (“CEQA”), pursuant to Section 15061(b)(3) of the State CEQA Guidelines\n(Title 14 of the California Code of Regulations); and\n2. Consider Ordinance No. 1132 and conduct the first reading of Ordinance No. 1132\nentitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nSTANTON, CALIFORNIA, AMENDING SECTION 5.74.045 OF\nCHAPTER 5.74 OF TITLE 5 OF THE STANTON MUNICIPAL CODE\nREGARDING REGULATIONS ON SIDEWALK VENDING”; and\n3. Set August 22, 2023 as the date for second reading of Ordinance No. 1132.\nAugust 8, 2023
