8. APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nBIDS FOR THE VARIOUS ALLEY IMPROVEMENTS PROJECT (C.I.P. NO. 3930)\nThe plans and specifications for the Various Alley Improvements Project have been prepared.\nApproval of this item will allow the City to advertise the project for bids.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Approve the plans and specifications for the Various Alley Improvements Project;\n2. Authorize staff to solicit competitive bids and publish the Notice Inviting Sealed Bids (NIB);\n3. Confirm that the project is categorically exempt from the California Environmental Quality Act\n4\n(CEQA) pursuant to Guideline Section 1530 (c).
