CONSIDERATION OF A RESOLUTION APPROVING AND AUTHORIZING A\nREIMBURSEMENT AGREEMENT WITH THE LOS ANGELES COUNTY DEVELOPMENT\nAUTHORITY FOR THE CITY’S CONTINUED PARTICIPATION IN THE PERMANENT\nLOCAL HOUSING ALLOCATION (PLHA) PROGRAM FOR YEAR 3 (2023) ALLOCATION\nTO IMPLEMENT THE PROGRAM DURING FISCAL YEAR (FY) 2023-2024\nIt is staff's recommendation that the City Council conduct a public hearing and adopt the attached\nResolution, approving and authorizing a reimbursement agreement with the Los Angeles County\nDevelopment Authority for the City’s participation in the Los Angeles Urban County Permanent\nLocal Housing Allocation (PLHA) Program for Year 3 (2023) Allocation to implement the program\nduring Fiscal Year (FY) 2023-2024.\nRecommendation:\nIt is staff's recommendation that the City Council conduct a public hearing and adopt the attached\nResolution, approving and authorizing a reimbursement agreement with the Los Angeles County\nDevelopment Authority for the City’s participation in the Los Angeles Urban County Permanent\nLocal Housing Allocation (PLHA) Program for Year 3 (2023) Allocation to implement the program\nduring Fiscal Year (FY) 2023-2024.

CONSIDERATION OF A RESOLUTION APPROVING THE FILING OF TWO\nAPPLICATIONS FOR MEASURE A GRANT FUNDS FROM THE LOS ANGELES COUNTY\nREGIONAL PARK AND OPEN SPACE DISTRICT FOR THE FORD PARK PLAYGROUND\nAND RESTROOM REPLACEMENT AND THE FORD PARK PLAYGROUND NEW\nSURFACING\nAdoption of the proposed Resolution would authorize the City to submit two Measure A grant\napplications to the Los Angeles County Regional Park and Open Space District for the Ford Park\nPlayground and Restroom Replacement Project.\nRecommendation:\nIt is staff’s recommendation that the City Council adopt the attached Resolution approving the filing\nof two Measure A grant applications for the Ford Park Playground and Restroom Replacement and\nthe Ford Park Playground New Surfacing.\nDISCUSSION (Items No. 11 - 13)

11. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.

12. CITY COUNCIL APPOINTMENT TO EXTERNAL COMMITTEES\nCity Council Members serve on various external boards and committees, representing the City of\nBell Gardens. This report provides a listing of all the boards and committees and the names of the\nCouncil Members that serve on the boards/committees. The Council may make appointment\nrevisions to this list at this time.\nRecommendation:\n5\nIt is staff's recommendation that the City Council make changes, reappointments, or appointments\nas necessary to the attached matrix of Council Appointments to External Regulatory and Advisory\nBoards, Commissions, and Committees.

13. CONDUCT INTERVIEW OF APPLICANTS FOR CITY COUNCIL OFFICE VACANCY\nA vacancy has occurred in the City Council. The City Council will conduct an interview of applicants\nfor a city council office vacancy.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Receive application of persons residing in the City of Bell Gardens applying for\nappointment to the vacancy in the Council office; and\n2. Conduct interviews of applicants (Exhibit 1); and\n3. Adopt a Resolution (Exhibit 2) of the City Council of the City of Bell Gardens making\nan appointment to fill a vacancy in the City Council office pursuant to Government Code\nSection 36512.\nCITY COUNCIL / SUCCESSOR AGENCY MEMBER COMMENTS

2. GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

4. WARRANT REGISTERS AND WIRE TRANSFERS\nIn approving the action of receiving and filing the warrant registers, the official minutes of the Bell\nGardens City Council should state that each individual member of the City Council is not voting on,\ninfluencing the outcome of, or participating in approving, accepting, receiving or filing any warrant\nwhich bears the name of the same council member, or pays for any costs or expenses, or\notherwise benefits the same named council member. Each council member will not be participating,\ninfluencing or voting on any such warrant bearing their name or which benefits the same named\ncouncil member, but with that exception is voting in favor of receiving and filing all other warrants\ncontained in this report, unless otherwise noted on the record at the time of the approval of the\naction required by this report.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the warrant registers, wire\ntransfers, and net payrolls dated 07/10/23, 07/11/23, 07/13/23, 07/18/23, 07/24/23 and 07/25/23.

5. SECOND READING OF ORDINANCE NO. 936 TO ADOPT A MILITARY EQUIPMENT\nPOLICY (“POLICY”) AS REQUIRED BY ASSEMBLY BILL 481 (“AB 481”)\nThe proposed Ordinance No. 936 adopts a policy for Bell Gardens Police Department\n("Department") in compliance with Assembly Bill 481 (Chiu) ("AB 481") to address the funding,\nacquisition, and use by the Department of items deemed “military equipment” by lawmakers. The\npolicy meets the law’s requirements by listing the Department’s inventory of military equipment;\noutlining a process for the public to submit questions, concerns, and complaints in relation to the\nuse of each type of equipment; providing for the preparation of an annual report subject to City\nCouncil review and approval; and establishing a webpage for updates and the posting of annual\nreports.\nRecommendation:\nIt is staff's recommendation that the City Council by motion waive the full reading and adopt\nOrdinance No. 936 approving the Military Equipment Policy (“Policy”) in accordance with state law.

6. CONSIDERATION OF A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE\nMEASURE R FUNDING AGREEMENT FOR THE EASTERN AVENUE AND GARFIELD\nAVENUE INTERSECTION IMPROVEMENT PROJECT (CIP# 3881)\nThe City entered into a Measure R Funding Agreement with the Los Angeles County Metropolitan\nTransportation Authority for the Garfield Avenue and Eastern Avenue Intersection Improvement\nProject which was effective March 2019. Amendment No. 1 to the Measure R Funding Agreement\nwill revise the schedule and extend the funds for Fiscal Year 2018-2019 through June 30, 2025.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached Resolution approving\nAmendment No. 1 to the Measure R Funding Agreement between City of Bell Gardens and the\nLos Angeles County Metropolitan Transportation Authority for the Garfield Avenue and Eastern\nAvenue Intersection Improvement Project.

7. REJECTION OF BIDS RECEIVED FOR THE FY 2021-2022 VARIOUS ALLEY\nIMPROVEMENTS PROJECT - C.I.P. NO. 3917\nOn April 27, 2023, the City received two bids for this project. All bids are recommended to be\nrejected.\nRecommendation:\nIt is staff’s recommendation that the City Council approve the rejection of the bids received on April\n27, 2023, for the FY 2021-2022 Various Alley Improvements Project.

8. APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nBIDS FOR THE VARIOUS ALLEY IMPROVEMENTS PROJECT (C.I.P. NO. 3930)\nThe plans and specifications for the Various Alley Improvements Project have been prepared.\nApproval of this item will allow the City to advertise the project for bids.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Approve the plans and specifications for the Various Alley Improvements Project;\n2. Authorize staff to solicit competitive bids and publish the Notice Inviting Sealed Bids (NIB);\n3. Confirm that the project is categorically exempt from the California Environmental Quality Act\n4\n(CEQA) pursuant to Guideline Section 1530 (c).

9. CONSIDERATION OF A RESOLUTION APPROVING AN AGREEMENT WITH NATIONAL\nAUTO FLEET GROUP FOR THE PURCHASE OF TWO PUBLIC WORKS VEHICLES\nAdoption of the proposed Resolution would authorize the City to purchase two Public Works\nvehicles from National Fleet Group through a cooperative agreement from Sourcewell.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Adopt the attached resolution approving an Equipment Procurement Agreement with National\nAuto Fleet Group for the purchase of two Public Works vehicles for a total of $110,754.48\nunder Sourcewell Contract No. 091521-NAF; and\n2. Appropriate an additional $11,000 in Gas Tax funds in budget account no. 4550 3140.
