23.\nApprove an Agreement with ELS Architecture and Urban Design for Architectural\nDesign Services of the Memorial Park and Aquatics Facility Renovation (Project No.\n22-1415) (Non-General Fund) (Revive Santa Ana)\nDepartment(s): Public Works Agency\nRecommended Action: Authorize the City Manager to execute a consultant\nagreement with ELS Architecture and Urban Design to provide master planning,\ncontract documents, and construction support for the Memorial Park and Aquatics\nFacility Renovation in the amount of $1,547,104, with a contingency of $232,066, for a\ntotal amount not to exceed $1,779,170, for a three-year term beginning August 15,\n2023 and expiring August 14, 2026, with an option for two, one-year extensions,\nsubject to non-substantive changes approved by the City Manager and City Attorney\n(Agreement No. 2023-XXX).
