11. Conduct a Public Hearing and Consider the Adoption of Resolution No.\n2023-028, "A Resolution of the City Council of the City of Baldwin Park,\nCalifornia, Adopting the Fee Schedule for Fiscal Year 2023-24 Solid\nWaste Collection and Recycling Services.\nIt is recommended that the City Council: 1. Conduct a Public Hearing to\naccept written protests and verbal comments in favor or against the\nincreased solid waste fees, track the number of valid written protests, and\nif the number of written protests received by the close of the public\ncomment portion of the hearing is not sufficient to constitute a majority,\nmake a finding that there is not a majority protest by property owners\nand/or tenants; and, 2.
