Conduct a Public Hearing to\naccept written protests and verbal comments in favor or against the\nincreased solid waste fees, track the number of valid written protests, and\nif the number of written protests received by the close of the public\ncomment portion of the hearing is not sufficient to constitute a majority,\nmake a finding that there is not a majority protest by property owners\nand/or tenants; and, 2. Claim Rejections\nStaff recommends that the City Council reject the following claims and\ndirect staff to send the appropriate notice of rejection to claimants:\nElizabeth Zarate Uscanga The claimant alleges wrongful death\nclaim.Jesus Pedroza Palma The claimant alleges wrongful death\nclaim.These government claims, and all government claims, should be\nconsidered as potential lawsuits in the future. Thus, it is requested that all\nCity Staff, the Mayor and all Council Members refrain from making any\nstatements, whether public or private in nature. It is important that no\nstatements be made so as to not prejudice this claim in any way which\ncan happen if public or private comments are made about this claim by\nCity staff or Council Members.\nSTAFF REPORT

Approval of Amendment No. 2 to the Memorandum of Agreement (MOA)\nBetween the City of Baldwin Park and San Gabriel Valley Council of\nGovernments (SGVCOG) for Participation in the San Gabriel Valley\nRegional Vehicle Miles Traveled (VMT) Analysis Model\nIt is recommended that the City Council: Approve the Memorandum of\nAgreement (MOA) Amendment 2 for an amount not-to-exceed $29,979.00\nbetween the City of Baldwin Park and the San Gabriel Valley Council of\nGovernments (SGVCOG) for the implementation of the San Gabriel Valley\nRegional VMT Analysis Model; and Authorize the Mayor and City Clerk to\nexecute the Amendment to the MOA with the San Gabriel Valley Council\nof Governments; and Authorize the Director of Finance to appropriate\n$5,000 from Fund No. 235 - General Plan Fees and $10,000.00 from\nFund 240 - Gas Tax for a total amount of $15,000.\nSTAFF REPORT

Serenity Homes Funding Update\nIt is recommended that the City Council: 1) Authorize the Director of\nRecreation and Community Services to accept the Measure H budget\nallocation of $527,040 and execute an agreement with Los Angeles\nHomeless Service Authority (LAHSA); and 2) Authorize the Director of\nRecreation and Community Services to accept the Los Angeles County\nMeasure H allocation of and additional $197,763.00; and 3) Authorize the\nDirector of Finance to appropriate funding from the available balance of\nthe Homeless Housing Pilot Program HHPP (270-50-000-41950-55023)\nallocation in the amount of $270,000 for operations support; and4)\nAuthorize the Director of Community Development to amend the City of\nBaldwin Park's 5-year Permanent Local Housing Allocation Plan (PLHA)\nfor funding years 2020 through 2023; and 5) Authorize the Director of\nFinance to appropriate and make necessary budget adjustments and\ncreate account #s as needed; and 6) Authorize the Director of Recreation\nand Community Services to process the necessary documents.\nSTAFF REPORT
