AGREEMENT FOR COST SHARING FOR MONITORING WITHIN THE\nDOMINGUEZ CHANNEL AND LOS ANGELES AND LONG BEACH HARBORS\nWATERS TOXIC POLLUTANTS TOTAL MAXIMUM DAILY LOADS\nSummary:\nThe City is required to report on its Total Maximum Daily Load (TMDL) which is\nthe maximum amount of a pollutant that a waterbody can receive and meet\nwater quality standards. Beginning in 2014, the affected cities and agencies\nworked together with the Los Angeles Gateway Region Integrated Regional\nWater Management Joint Powers Authority (GWMA) to develop a Memorandum\nof Understanding (MOU) to share the cost of the implementation plan. The City\nCouncil will consider entering into an agreement with GWMA for continued\nadministration and cost sharing of the Harbors Waters Toxic Pollutants TMDL\ncompliance monitoring and reporting plan.\nRecommendation:\nAuthorize the City Manager to enter into an agreement between the City and the\nGWMA for continued administration and cost sharing for the implementation of\nthe coordinated compliance, monitoring, and reporting plan for the Dominguez\nChannel and Los Angeles and Long Beach Harbors Waters Toxic Pollutants\nTMDL.
