7.1 APPROVAL OF A PROPOSED MASTER SERVICES AGREEMENT WITH FLOCK\nGROUP, INC., FOR AN AUTOMATED LICENSE PLATE READER (ALPR)\n8/18/23, 3:28 PM cityofrsm.granicus.com/GeneratedAgendaViewer.php?view_id=2&event_id=330\nSYSTEM AND SERVICES, AND APPROVAL OF A RESOLUTION AMENDING\nTHE FISCAL YEAR 2023/24 OPERATING BUDGET (Kennedy)\nRECOMMENDATION:\n1) Waive formal competitive bidding requirements and procedures set\nforth in the Rancho Santa Margarita Municipal Code (RSMMC) Section\n3.07.060, and authorize the procurement of an Automated License\nPlate Reader (ALPR) system and services from Flock Group, Inc., as it\nis hereby found and determined, pursuant to RSMMC Section\n3.07.070(2), Section 3.07.070(9), Section 3.07.070(10), and Section\n3.07.070(11), that the proposed ALPR system procurement is exempt\nfrom the City’s formal competitive bidding requirements and\nprocedures based on the facts, findings, and information set forth\nherein by City staff; and\n2) Approve the proposed Master Services Agreement with Flock Group,\nInc. for the procurement of an Automated License Plate Reader\n(ALPR) system and related services for an initial two-year term in the\ntotal not to exceed contract amount of $153,150.00, and\n3) Authorize the City Manager to execute the proposed Master Services\nAgreement with Flock Group, Inc.; and\n4) Find and determine that the deployment of an Automated License\nPlate Reader System is not subject to the California Environmental\nQuality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will\nnot result in a direct or reasonably foreseeable indirect physical\nchange in the environment) and 15060(c)(3) (the activity is not a\nproject as defined in Section 15378) of the CEQA Guidelines, Cal.\nCode of Regs., Title 14, Chapter 3, because it has no potential for\nresulting in physical change to the environment directly or indirectly;\nand\n5) Adopt a Resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO\nSANTA MARGARITA, CALIFORNIA, AMENDING THE FISCAL YEAR\n2023/24 OPERATING BUDGET TO INCLUDE ADDITIONAL FUNDING\nFOR THE AUTOMATED LICENSE PLATE READER PROGRAM\nItem No. 7.1
