26. INTENT TO PARTICIPATE IN A 2025 626 MISSION TO MISSION CICLOVIA EVENT –\nF2M23-16, M2M23-155\nOn July 24, 2023, staff requested and received Council approval to coordinate with the\nSan Gabriel Valley Council of Governments (SGVCOG) on a 2024 626 Golden Streets\nMission to Mission CicLAvia event. Pursuant to the event, costs could be offset to\nparticipating cities from Cycle 5 Open Streets funding, if approved from the Los Angeles\nCounty Metropolitan Transportation Authority (Metro). The SGVCOG and Active SGV are\nplanning and coordinating with the various cities; in addition, they are taking the lead\nsubmitting the grant application needed to secure event funds. On August 23, 2023, staff\nreceived communications from the SGVCOG and Active SGV to consider a second\nMission to Mission application for the 2025 season; however, this new option is a “twilight”\nconcept on a date to be determined for June. Since in-kind costs are required from the\nCity to participate in Mission to Mission, this request to authorize a possible second event\nunder this grant application is being submitted to the City Council for approval. Depending\non the grant provided, the costs to the City are subject to decrease or increase. The\nanticipated expenses to participate in the 2025 Mission to Mission are approximately\n$40,000, after possible grant reimbursements ranging from $25,000 to $32,000. The grant\napplication is due on August 29, 2023. Once events are awarded and scheduled, the\npartner cities will enter into a Memorandum of Understanding (MOU) with the SGVCOG\nto memorialize the partnership and to establish the budget allocated to the cities.\nRecommended Action: City Council confirm the City’s intent to participate in a 2025\n626 Mission to Mission CicLAvia event; authorize the City Manager or designee to execute\nthe Memorandum of Understanding between the cities and the San Gabriel Valley Council\nof Governments to share resources and host the event, if grant funds are received; and,\ndirect staff to undertake the steps necessary to finalize the City Council’s action.
